For the consensus on the cognitive sciences view on IQ, I recommended a book "The I. Q. Controversy: The Media and Public Policy" which was an in depth analysis of the then current understanding of IQ and the media's misleading of the public. This says what I have already stated - there is a strong genetic link with IQ.
There is no controversy when it comes to IQ having a very strong genetic component.
