Eugenics is actually a little more nuanced than you are making it sound, or at least, many, many different American social and political groups in the early 20th century advocated for opposing doctrines of eugenics. The eugenics movement has been utterly discredited after WWII, but you're oversimplifying the history of the movement. It was certainly a popular movement that many self-respecting statesmen, scientists and businessmen also fervently believed in.
I can not find a reference for the quote you mention anywhere. There is simply no connection between Planned Parenthood and official Nazi racial policy, as far as I can see.
