There's an interesting book about scouts in England called The Nowhere Men if you're interested in getting a closer look at what it looks like.

Try the Michael Calvin books, he spends a lot of time within the clubs with pretty much unprecedented access. He goes out on scouting missions with Liverpool staff and meets their DoF at the time, gets to see Everton's transfer targets on scraps of paper, sees the deteriation of a football manager (Martin Ling) into mental illness.
