Father of the Pakistani bomb, basically stole enrichment technology from Europe, built a global black market of suppliers of controlled materials/equipment as well as weapon design. His Pakistani program was given Chinese technology that he later gave to the highest bidder. Throughout his rise in Pakistan and his later illegal dealings he had connections with Iran and was flying back and forth from Tehran frequently. Remember this guy was only "technically" making his government salary (around 20k a year in USD) but had homes in Dubai, London and plenty of land in Pakistan.
