The Unexpected Spy is a book written by one of the CIA agents responsible for the data that the Bush admin used to promote their case for war. She states clearly that the admin came to her over and over again asking for her to show a link between Iraq and the 9/11 attacks and she stated clearly each time that there wasn't one, and presented evidence of all the parties responsible.
Eventually they took her list of individuals that were behind it and wrote "Iraqi" at the top, and showed that to congress.
Congress approved the war resolution, but congress was lied to by the executive branch to get that approval.
