I used two things to keep me on track. First, I used The Knot for our wedding website. It automatically comes with a timeline and checklist and WHEN to start planning for certain things.
Second, writing something down helps me to remember so I got this journal to jot down dates and notes, prices, and keep on budget.

An introduction into marriage as a whole-- you'll spend the rest of your life compromising with one another on serious subjects, so this is a way to dip your toes in the water. When you overcome planning this together, you're all set for quite some time and this will help in teambuilding for your future.
I'd really suggest ordering this little book and using a pencil to jot down your budget and your vision. This was really helpful for me as a companion to using the The Knot app on my phone. Physically writing down itemized lists helps my memory personally and I printed and pasted little vision boards in mine to keep my brain on the right track and right theming for everything. Your mom really doesn't have much stake in decision making, especially since she isn't contributing financially. I'd just delicately tell her that you're taking it one step at a time and you're currently only concerned about laying down a budget and choosing the important things like your venue and catering and that once you've made those decisions, she's welcome to make suggestions that fit within your resources. If your husband wants a dry wedding, I would suggest an earlier wedding ceremony (a brunch style reception would be cheaper than a full dinner, too) and suggest that your guests go have drinks without you after your reception and maybe make recommendations for an "after party" type of thing for your partying family and friends.
I avoid the Knot like a plague. It's superficial.
