This is probably too young but you could try This Time of Darkness. I read it when I was a kid and really enjoyed it, probably the first book that ever made me feel uncomfortable and gave me my first healthy dose of cynicism with respect to government and authority. I'll definitely be buying it for my kids when they get a bit older.
