Would the TC15 be a better option? It's $62 after a coupon, a bit outside the budget out family set, but justifiable if it's overall a better value
The main difference between the two is that the TN12 has a dual-switch design (tail switch for On/Off, side switch to change modes). The TC15 has just the side switch, but it has double the lumens.
Unless you really like the tailswitch, I'd probably try to swing the extra $10 for the TC15

The Thrunite TC15 costs half as much, comes in neutral white, charges with a standard USB cable and has higher peak output (both lights will thermal throttle). I'd lean that direction for something that's purely handheld.
But for night hiking, I'd prefer something that can also be used as a headlamp like the Zebralight H600Fc. Not only is it neutral white, but it has a high color rendering index so that colors look vivid and natural. The F models (linked) have a frosted lens for a more diffuse beam, which is probably a better fit for your use case than a focused beam. Unlike the M2R and TC15, this does not come with a battery or have built-in charging, so you'll need to get those separately.
You'll get plenty far with $50! u/PnwStimm has a great suggestion with the Q8 - its about the best bang-for-your-buck light you can get. However, it won't come with the required 4 18650 li-ion cells you need, and that will bump its cost by at least $15-20.
A fairly new light to the scene is the ThruNite TC15, which blasts out an amazing 2300 lumens AND comes with a quality 18650 battery. It isn't an uber-tactical military flashlight, but it has a direct access shortcut to turbo which is something I really enjoy. The UI is very well set up.
If you think he would want to play cop and look the part, you could look into offerings from ArmyTek or Nitecore that look the part (I can help with that if you want to go this route).
So long as you don't laugh at the name, there is another option: my first "real" flashlight was a WOWTAC A1S BSS v2 and it kinda fits the bill - the (removable) strike bezel is absurd, it has a red light filter, and it has an interesting driver that can be controlled from both the e-switch on the side and the tail switch (for normal or "tactical" use). Its served me pretty well, and the 1050 lumens it puts out is absolutely no joke.
EDIT TO ADD: /u/parametrek has an insanely handy website for finding a wide variety of flashlights within specific parameters. Here is a custom search for flashlights/weaponlights under $50 with over 700 lumens (which in my head is pretty farking bright). You may want to dig through these and see if there's anything that catches your eye!
The smallest 18650 light you can get is a Zebralight SC64 series. It's under 4" long, and less than 1" diameter. Zebralights are super durable, with potted electronics. They take rechargable flat top unprotected 18650s, but there is no charging on the light so you'll need to have a separate battery charger. Maybe keeping full cells and a charger in the office for your guys to swap out would work? They do not come with batteries, so you'd need to buy them separately. Zebralights have a fairly complex user interface. Definitely need to read the instructions if you want to change any of the options on the UI. And they are not very cheap lights, at $80 apiece. The build quality and efficiency is excellent though. They can maintain a brightness of around 500 lumens, although I am not sure if that applies to the strobe modes.
If you're willing to increase in size a bit, the Thrunite TC15 might be a good option. It has charging built into the light via micro-usb, so your guys can charge their lights off a phone charger or something. You can also swap in new batteries if you need too. It's also a fair bit cheaper, at $56 on amazon for the full package, battery and charging cable included. They are 1" in diameter, and just under 5" long. The special thing about the TC15 is it can maintain a brightness of 1k lumens until the battery dies, which takes around 70min. I don't know of any similarly sized light that can hold 1k lumens like that.
Any of these Sofirn lights. There are Olights too. I'd grab their bike mounts if there's any money left over.
How about the Thrunite TC15, it's pretty throwy for it's size (well reflector diameter). Too bad the FW1A isn't available on Amazon.

OC/bear spray. It's a good stopgap between verbal warning and lethal force if available. I personally have a flashlight and spray with me. It's really nice to be able to have options other than brawling with an assailant in places where I can't carry my pistol.
