I'm not crazy into flight sims or anything, but I picked up a HOTAS One for Elite Dangerous and feel it's great for my needs. I don't love how short the cord is connecting the throttle and stick, but everything else has been great.
For that price, you could do far worse.

I looked through Thrustmaster and found this on Amazon which might be too good to be true (it's cheap). I am not a serious player, but obviously using a keyboard and mouse is horrible. Plus I like to play it in VR.

This is the hotas I just upgraded from (except mine was the PS4 version), which I bought for elite dangerous.
It's "only" 16 buttons, but did about everything I needed to do and it lasted me a solid 5 years.
I recently upgraded to the X56, which I absolutely love as a not-all-that-strict sim guy, but is about $250
I'd say there is definitely life left, especially if you've never played before. For VR you'll probably want to stick to Horizon's since it performs better in VR (so I've been reading). I've been playing off and on since 2015 and find myself binging hard for a while, taking a break, then coming back again every 6 months or so. I'd recommence a cheap throttle/joystick combo for maximum VR enjoyment. It's the one I own and I use it with Elite:Dangerous on Series X with no issues.
I'm unsure it's actually been 100% confirmed that it will work in Flight Sim, but the Devs have talked about testing the console version with a hotas, and this is the only one available, so...🤞

I used to have a 500$ setup with Warthog throttle when I was playing elite d on PC and expected Star Citizen to be out 5 years ago. Luckly I was able to unload for cost. But that wont work on Xbox either. Only one HOTAS will, and its so popular that its usually 2 to 3x MSRP price. Its BARELY worth MSRP.
I use this one I got for Elite Dangerous. Its fun. I tried using a controller and my aim and drifts much better on the stick.

I believe playing on the controller works fine but the level of detail this game has merits a stick and rudder.
Question 2: if you have $1,000 - $1,500 saved in a piggy bank I’d suggest building a proper PC to run the new MFS2020. Alternatively, you can buy a gaming laptop for your son which is more pricey, but works just as good if not better.

Keep trying! I personally recommend a HOTAS to take the game to the next level. That said, some players on PC prefer to play with a controller anyway, so it's not unheard of to use fixed weapons with a controller.

If so id actually be very interested in investing in one. The price isnt bad and if its a great as people make it out to be, could definitely be worth it.
I think i'd like to add a keyboard converter to my setup as well. Wouldnt be bad to have the stick, throttle and a keyboard just like the in-game ships do.
I can't speak on Play Anywhere, but if you're concerned about a HOTAS you can always grab the HOTAS ONE which will work with both PC and XBO out-of-the-box.
Hmm. This is strange. I preordered a HOTAS controller that was supposed to be released last Thursday, but Amazon didn't have stock to cover fully-paid-for preorders like mine. I'm still waiting to see something change with that order, as it still hasn't shipped. I wonder if something got fucked up behind the scenes at Amazon that they're not telling us about.

FYI This is the HOTAS I'm referring to. I preordered and paid for this on October 4th. It was released on October 12th. Nobody in the US, including me, has gotten theirs shipped out yet, and it's now the 27th. They've been giving customers the runaround for about two weeks now. I don't expect to see this thing that should've shipped on October 12th until maybe November 12th, if I'm not completely unlucky.
[EDIT: The most infuriating part about this is how unaware the CS reps are. They just give a canned response like "demand for this item was very high and we have run out of stock" to which my response is, "I know, why the fuck do you think I preordered it, you brainless shit gibbon?]
I'm guessing that it should, but there's a wider variety of HOTAS setups out there for PC right now. This one that's coming out for XB1 is the first one that's been built specifically for the XB1, and no others exist for this console so far (that work natively - you could trick an XB1 into working with a non-XB1 HOTAS with an add-on like Cronusmax).
I am curious about Amazon. They have been dropping the ball with Day One preorders recently. Not to freak anyone out about their Scorpio preorder, but I preordered and paid for a Thrustmaster T-Flight HOTAS One on October 4th. These things were supposed to be released on the 12th. It is now the 31st, and I still have no idea when these goddamn things are going to ship. Amazon claims they ran out of stock due to high demand (wtf is a preorder for, then?) but they never had any. Nobody's gotten theirs from them as far as I can tell from reading the Elite Dangerous subs here and the forums elsewhere. I don't know what's going on with Amazon, but I hope some shit like this doesn't happen with your Scorpios.

oh i think your Grandpa would really enjoy this! :) but yeah, as u/BOUND2_subbie mentioned, there is nothing out that can really be compared to this at the moment. The perhaps easiest/cheapest way to get going would be to get it on either Xbox One or the upcoming Xbox Series X (this holiday season) and just plug in play on his TV and go. You can also get flight accessories for the Xbox too. and Microsoft is great about accessibility so plenty of options in-game and they also have the Adaptive Controller. And setting up a Xbox is really easy and straight forward these days. (he could also also use it as an excuse to upgrade his TV to 4K?)
But if you think he'll want to add mods, or have a wider selection of accessories/flight sticks supported (or just get more use out of a PC) - then the PC version might be the way to go. But a solid gaming rig will be more expensive than an Xbox setup. I hope he gets to play and enjoys it!

I have a pair of the VKB Gladiator NXT premiums and they're great. Twist is a little stiff and the build quality isn't as high as the top end VKB or especially Virpil gear, but they've served me very well so far.
I also wouldn't recommend any additional panels or button boxes if you're using VR. You won't be able to see them so you'll be fumbling blind. Better to get a HOTAS or HOSAS with plenty of inputs, that way you never have to take your hands off the primary controls.

i have a T-Flight Hotas from Thrustmaster sitting on a shelf that was one of my first sticks and it served me for over a decade (still works like new, i just upgraded). Although i did hear that current interation doesnt have as good a build quality as the older models, its still a great HOTAS that will serve you well. i definitely reccomend it.

The bundle you can find on amazon and other places for the T1600 with the pedals is a great bargain and i would encourage you to go for it if you like that setup and especially if you also fly flight sims (il2, dcs, MSFS, xplane, etc).

If all you are interested is in space sims and elite in particular, then i would actually suggest you get a double stick set up as linked below. This allows you to control yaw/pitch/roll on one and thrusters (straffing) on the other. (i use a thumbstick on my throttle for this, but don't think these cheaper throttles will come with those.)

That's a Logitech X52 HOTAS. They run $150 normally, and are sold out everywhere right now.
