Really good answer. Pretty much how I got mine set up. 100% you need to turn off transcoding!!!!! If you are stuck with wifi only you can try sending from the laptop on standard 2.4 GHz and receiving on the phone on 5 GHz if that's an option you have (or vice-versa maybe I haven't tried), videos under 25Mbps always worked well for me, over was laggy sometimes.

I can watch vids both ways over wifi, although I stay plugged in because here and there I get lag depended on what my old ass computer is doing but don't over network, a newer machine would probably fair better.

I recently bought TP-Link Archer C2300. Very happy with it, good range and performance. I have a 1800sqft flat, works pretty much everywhere without dead zones. But if you want a mesh network, look elsewhere.
FWIW, I have the same ISP as you and the same speed as well.
First, get a good wireless router. This has more impact on the signal than anything else and affects all your Wi-Fi devices (including cellphones and smart tvs). It's worth checking a buying guide but I can recommend this TP Link AC 2300 as a very full featured router that won't break the bank.
Next, your connection is only as strong as the weakest component. USB Wi-Fi isn't as strong or fast as PCI-e or mobo.
There really isn't any inherent performance advantage to built in vs installed Wi-Fi. Do they have external antennas? What is their max speed? What bands can they use? Compare mobo to cards the same as you would compare two cards.
Pro of a card is it's easy to upgrade but con it takes up a PCI-e slot. Mobo is the reverse.
Spectrum sucks a lot. That said, are you using a Spectrum-provided router? Because we discovered that upgrading our router to a newer one made a HUGE difference in wifi speed and reliability (I live in an apartment downtown with my husband and we pay for our own internet, fyi -- obviously don't know your specific situation). But if you buy your own wifi router it might improve things. I had the 60Mbps service and mine jumped up to something absurd. My neighborhood had just gotten Gig service, so I called and went through maybe three people and ended up with $70 fixed forever but two years of $5 off a month, still higher then the $45 I was paying before but Gig is nice. You should buy your own modem and grab a decent router, I think they wanted $10 (maybe $5) a month for equipment rental, at $10 you pay off the router in 10 months. They do change the prices, they wanted to sell me the same router I bought for $100 for $150, I had to decline the new router when the service person showed up (because I already had it, the same one).
They don't seem to like customers doing the prepaid online deal, check the prices at https://www.centurylink.com/home/internet.html and then call, I think it's kind of a whatever works for them that day thing, but retention will put you on the best plan if you just keep asking them and be nice.
Edit: FYI if you do get Gig, this router https://www.amazon.com/TP-Link-AC2300-Smart-WiFi-Router/dp/B06XZ3S6B8 is one of the better deals for a router that will push that much. It scores better then the Nighthawk (Nighthawk is good for lots of wireless connections but does have issues pushing a gig from what I've read), I've gotten around 950Mbps wired and 700's wireless. Gig is nice you can download practically 3 dvd's in the time it takes to make popcorn.

The best budget router at that price would be the C7 (Tp-link) or Asus RT 68U(get a tmobile version and flash to Asus) since it would be a overall good performer plus provide the USB sharing. Something to keep in mind is that even though routers come with the "USB 3" port, they don't support the "USB 3" speeds. Most are just limited at 10MBps -12 by the firmware. The Asus RT86U however offers faster speeds but its expensive ($160s).
