I've mentioned it before, but no reason to stop now - something like the Swedish "Trangia" brand is what I'd probably get. It packs tiny and it burns denatured alcohol which you can get anywhere. It's not as efficient as a gas burner but it's good enough, cheap to run and can be carted around in a backpack if you go on hikes or something, so you can cook even on the trail.

Yes, it's over a hundred bucks, but it will last a lifetime and come in handy as backup or on the trail even if you build a proper kitchen in the van. It's also convertible, you can use either denatured alcohol or a butane burner. Of course if you're going to burn alcohol, you have to be careful indoors, and make damned sure there is a fire extinguisher handy.

What I use is two Trangia alcohol stoves.
They would meet all your requirements and more.
My cousin has one over 30 years old. The school uses them for backpacking that 120 kids do every year (so they withstand huge amount of abuse).
2- burners. The second set can be simpler/ cheaper (as you won't need 4 pans and two kettles etc.)
Very good in wind.
Variable heat.
Usable in 4 seasons. For very very cold weather use the winter attachment or fabricate a similar pre-heater.
Very simple set-up. No sensitive nozzles to get blocked. Also compact and lightweight enough to take backpacking.
Alcohol fuel is cheap and easy to get.
Downside: quite expensive initial outlay but a BIFL item.
