According to the Powerscore book on RC, they say you should finish the passage in about 2 1/2 minutes (If I remember correctly) and make notations as you go along. This will allow you ample time to re-read to answer questions.
I've found that the skills taught to speed read has been incredibly helpful. Utilize these techniques, albeit slower than what was intended, to increase efficiency.
