Anyways, I've had single ports on a patch panel die before (which can happen), but never the whole thing. If this patch panel is secondhand, it wouldn't surprise me if someone damaged the termination points on the back, or the conductors are all full of crud or corrosion/oxidation.

Since it sounds like you've already got the cables punched on keystone jacks, I'd say just go buy a patch panel that you can snap them into. Something like this is pretty cheap, and installation is easy.

Gotcha, then:

• Buy pre-made cables; you're going to want known-good cables for use with the tester anyways.
• Ditch the crimper and 8p8c ends.
• Think about a keystone patch panel (like this), use your keystones on both ends, and make it possible to fix punch-downs easily, replace broken ones, and add non-8p8c connectors.
