Anyways, I've had single ports on a patch panel die before (which can happen), but never the whole thing. If this patch panel is secondhand, it wouldn't surprise me if someone damaged the termination points on the back, or the conductors are all full of crud or corrosion/oxidation.
Since it sounds like you've already got the cables punched on keystone jacks, I'd say just go buy a patch panel that you can snap them into. Something like this is pretty cheap, and installation is easy.
