I had that problem with my dwarf hamster too. She was very young and did need some time to get used to the wheel. The main thing that helped was a partially closed wheel.
Hello! I don't post a lot but I spent a long time looking for the most appropriate wheel for my hammy, so wanted to share what I found:
My hammy is currently using the Trixie exercise wheel (28cm) which he absolutely loves, it's not silent but the only sounds are his feet pattering and the wheel rocking slightly on its stand. You can fix the wheel to the bars of a cage if you prefer which would probably eliminate this noise. Link on Amazon UK.
When he was younger we used a 6.5 inch Kaytee silent spinner which was fantastic, but he quickly outgrew it. They do a 12 inch one so if you have a large enough home for your hammy then that's also a possibility. Hope that helps a little!
This is what i use for my Syrian.
So cute :3

Mesh wheels can cause 'bumblefoot' over time and it's very painful, and crossbars can cause accidents. I'd highly reccomend getting a different, larger wheel. :) 10-12 inch or 25-30cm is a good size for syrians.
This is the wheel I have
Trixie 61011 Rotating Ferris Wheel Hamsters, Plastic, ø28 cm, Assortment: Random Colors https://www.amazon.co.uk/dp/B00365P9NY/ref=cm_sw_r_cp_api_glt_i_1SQYCM8NKMW3ME8QS3VT?_encoding=UTF8&psc=1
I put the wheel in first and placed bedding around it, weighted down with the stones , made sure the area around the wheel has shallow bedding but other areas are deep because I used the boxes to give her space to burrow.
He has around 580 square inches as that’s literally wall to wall what I can fit in. Good to know about the week. Any suggestions on a good wheel in the uk? I was looking maybe this one? wheel
I could put Perspex up to just underneath the bottom half shelves and fill with more shavings?
Here's a similar one :) Clicky
I had such a hard time trying to find a large wheel! What I did was go on Amazon. Com instead of ca and bought a Trixie wheel. The 29cm one. It was 18$ shipping but the wheel itself was only 9 which still made it cheaper then the ones I could find on the Canadian amazon (couldn't find any under 50). Ill try to send link : https://www.amazon.com/Trixie-Exercise-Wheel-28cm-colours/dp/B00365P9NY
Also the strong brew hamstery in Ontario (? I think it was) makes really nice homemade ones but when I messaged she had a lot of orders already and there's a long wait list, not sure on the price. Just look up strong brew hamstery bucket wheels, they are on Facebook.
If it’s any help I have this wheel for my Syrian, it’s 12 inch and she absolutely loves it! It’s pretty silent until she sticks her food in it and runs haha! I hope this helps?

75*45cm dimensions put the floor space at just over 520 square inches. That's above the recommended minimum, so yes it's suitable, but your hamster may demand more, especially since syrians are larger and more demanding.

Also i recommend the trixie wheel. 12 inches (28cm model) is the best size for a syrian as 9 inches may hurt their back if they grow large enough. the wheel is incredibly silent. You can find them here on Amazon, good luck!
This is her wheel, 28cm/11 inch diameter. The one that came with the cage was TINY! She had to pretty much stoop to even stand in it, so I bought that one right away. She loves her wheel!
Hi OP, I'm sorry you're getting people shouting you down rather than helping. I also went to pets at home and bought an unsuitable cage, then got told it was too small and bought a bigger one, only to find out that also wasn't suitable and he would bite the bars! £75 on cages later, I finally settled on this: https://www.argos.co.uk/product/7633016 which meets the requirements and is the largest storage box I could find in the UK. I then cut out the top of the lid and put wire mesh on top, tied down with cable ties. As for a wheel, this one has served me well: https://smile.amazon.co.uk/dp/B00365P9NY/ref=cm_sw_r_apan_glt_fabc_73DF6YAKKEPBSY5QJ50T
I know how much a pain it is when you've already spent so much, but I can see you have tried your best with so many hides and toys. If you can't afford to do this all yet, then I think deepening the bedding as much as you can may make a difference. Hope that helps!
The ones I most recommend are the Silent Runner or the Wodent Wheel. I heard they ship worldwide, but not 100% sure, here is their shipping policy.
I've seen others use the Trixie wheel, heard they're kind of cheaply made though.
Amazon! It’s this one ^_^
Oh no need to worry about stability! All upwards standing wheels are fine when it comes to that. I have an 11inch Trixie wheel (around $20) and a 12 inch All Living Things exercise wheel (around $18) and they both work great! These are actually super cheep for their size, and I'd definitely recommend these brands. I wouldn't recommend the Kaytee silent spinner since they have a tendency to break. If you're looking for a bit of a quieter option I'd recommend the Trixie brand (I believe they have an 8 inch option, which is a great size for a dwarf, you'll also have to order online if you're in the US or Canada), and if you don't care about noise then probably go for the comfort wheel (it's wider, so easier to run on, as well as it's cheeper). I can personally sleep with the noise, as I found a way to lessen how loud it is, but I know some people who can't sleep with noise so it's up to you.

Here's the one I have https://www.amazon.co.uk/dp/B00365P9NY/ref=cm_sw_r_cp_apa_i_LasNCbFC8RC92 I've never had a wooden wheel so I can't help you there unfortunately but I'm sure as long as it's big enough it will be fine ☺
I have this one from trixie :)

I recommend also buy corrugated cardboard and insert it into wheel, will be more comfortable to clean wheel after using by hedgehog 🦔(pic. Below) https://allegro.pl/oferta/wkladki-wklad-kolowrotka-trixie-28cm-jez-pigmejski-7684401011
I would definitely get an upright 12-inch wheel. Here is one that you could get: https://www.amazon.co.uk/dp/B00365P9NY/ref=cm_sw_r_awdo_navT_a_07HRKSBHEP71QCRNWV8G

Hi, I realised this this morning and got him a new wheel for same day delivery on Amazon, he loves it, thanks for the heads up! (https://www.amazon.co.uk/Trixie-61011-Rotating-Hamsters-Assortment/dp/B00365P9NY)
I got this one on amazing. It’s really quiet and my hammy loves it, she can be quite fussy trixie 61011
I used to have the same cage as you before I upgraded to a bin cage - a 12 or 13 inch wheel fits in fine, I have a free-standing one from amazon
