The one I last bought appears to not be on Amazon anymore though this one appears highly rated and would give you a pivot at least. Couple it with some sort of Ikea entertainment center/dresser/endtable type thing and it shouldn't go over the budget too much.

they make aftermarket television stands you can buy. itll even give you enough room to stick a center channel underneath.
