Assuming that by "Bluetooth FM transmitters," you mean you wanted to stream music from your phone over your car speakers... this is what you should have gotten.
That handy device is the version for YOUR car, I have the same type but different plugs for my 2006 TL and it plugs into the XM transmitter in the trunk. Very easy install, easy to pair with my phone, and it allows "XM1" to be my phone's audio. The audio from my phone (Amazon Music, Google Maps, Waze, etc) all sound crystal clear and my steering wheel controls even work to change songs.
Expensive lesson, but yeah I suggest switching it back and sell what you initially bought.
Do you have XM capabilities on your stereo? I have this Bluetooth adapter on my 2006 TL and it works beautifully. You also get full sound quality unlike the tape adapter. Easy install too. It takes over XM2 and lets you use your steering wheel channel buttons to change tracks

Second the bluetooth adapter - this is the one I had on my 2006 TL that was stupid easy to install and worked perfectly. Displayed song artist/name, steering wheel controls worked, don't remember having volume problems like you described either.
Audio quality would be far better than a cassette adapter too. Gotta take advantage of that Bose system those cars come with!
