This is what I use. I travel light and this tiny adapter allows me to use the USB-C cord I already carry.

If you want USB-C features, no.
If you just have to use a USB-c cord, an adapter might work. It would plug into the Pi 3B's micro USB port.

You really won't find better value than the 6x for that budget if you're in Canada. If you're able to import minus customs fees, however...

Likely not, but if they make USB-C to micro USB converters, the technology has to be somewhat compatible. I would think it could be made. The question would be if a manufacturer has made it.
What phone do you have now? If it uses a micro USB port, you can buy a USB-C female to micro USB male adapter on Amazon:
