I would imagine you should be able to use a standard USB to RS-232 cable to connect your PC to this board and run the IDE. Assuming your PC doesn't have one, you can probably get a USB-to-RS232 adapter off Amazon.
You may need a null modem adapter, or at the very least a gender adapter.

As far as DNC goes, you'll need preferably an RS232>USB adapter.
Depends on if your controller has a 9Pin or 25 Pin Serial Connector. If it's a 9pin, all you need is something like this and a terminal program.
I use CADEM's DNC lite it's free and has worked on every windows machine I've thrown at it. I haven't found a solution for linux yet.
If it's a 25pin connector, you can still use that 9pin>usb cable, but you would need an adapter, and to custom wire the pinouts on that adapter. I bought this and It works out of the box.
Yes, a null modem cable is the first part which you have. You now need a serial port to connect it to. If you don't have a real hardware port, you need a USB->serial.

FTDI chipset works great. Older Prolific mostly works.
Now you have a complete path. Then you use a terminal program, I like Putty, and serial with 9600 baud, 8, none, 1, and no flow control to the device.
