This JSAUX I've found to be also quite good. An improvement over the Apple USB-C in both sound and build quality, for me.
My biggest disappointment in the budget DAC dongles so far was a Meizu Hi-Fi (not the pro). Maybe I got a lemon.

But the reviews say it doesn't really work with the S20 but you said you have an S21 ultra. You can always return it if it doesn't work.
In my experience, I hear no noticeable difference between an Apple Dongle and the Topping DX3 Pro+ and FiiO KA3, all of which I own. Do yourself a favor and just get a cheap dongle dac and just enjoy the music.
No, $200 for an amp is not worth it. The HD560s are really easy to drive. If you are going to be using your phone, I recommend a simple dongle dac, such as this one from Amazon:
I recently got this for my Pixel 6 Pro and use Moondrop Starfields with them. Sounds great, plenty of volume, no complaints other than it seems to take a few milliseconds too long to wake up when no sound is playing.
That BTR5 is a beautiful device, but also lots of features for this job. I think the Fiio KA1 or KA3 would be a better choice. The BTR series give way more flexibility though.

It could be the USB-C adapter. I have the same issue and have to buy a particular one that works with my phone correctly. This is the one I use with my Pixel 6 Pro.
@ 48 ohms, 100 db/mW sensitivity, those will get to 113 db peaks with even only 1Vrms power; so basically a ~ $10 dongle will be enough for those. Try the Apple dongle if you have an Apple phone, the JSAux for an Android, or maybe one of the CX31993 models (such as JCally JM06).

I do phone repair and trust me when I say almost all built in 3.5mm ports do nothing other than give an audio signal.
I'm in the same boat as you with a car that doesn't have Bluetooth. Works for my car and wired headphones (S22 Ultra). Bought 2 for my parents and works for them as well (S22 base).
Obviously you would need a regular auxiliary cord but I'm guessing you probably already have one.
The 560s is my main pair. I don't need an amp to listen to these. Any device with a headphone jack can drive these loud enough with head room, so an amp isn't needed for these.
However, depending on the source, the quality of the music isn't always the best. That's why an external dac would be needed. The problem is you don't know what sounds better unless you get something to compare to. It's why this hobby is so difficult to get into.
So the answer is it depends on your use case. Do you need it for gaming? If so which device? The Nintendo Switch sounds great driving the 560s with no external amp/dac (actually better honestly to my ears).
For music, something like this 10 dollar dac/amp dongle (link below) makes Spotify sound surprisingly great on a PC or phone, and it's easy to carry around and use. This does 85-90% of what most desktop and portable dac/amps devices I've tried will do for 10 bucks. This is legit all I need to have a great music experience (great for me is an analytical or flat sound).
Now I am a tech whore, so I want to buy more expensive gear just because it's tech. But after doing so and a/b testing, I've found that I'm good with just that 10 dollar dongle in most cases. The 560s is a great headphone.
If you're like me, I'd suggest starting with that dongle and see if you like it. If not, see what fits YOUR use case(s) and YOUR preferences. Maybe a more expensive dongle might suit you better for portability. Maybe a portable dac/amp for around the house or at the office. Your ears and preferences are king here and nobody else's, but technically, you don't need to spend a lot to have a great experience with the 560s.

I'm glad you are doing your research. I've spent a bunch of hours on this topic just the other week... I'm taking 4 hours of sifting through the web articles and reviews. I can vouch for this adaptor working pretty well with the 9600.
But I only used it for awhile because the headphone jack on my Intel Nuc wasn't being recognized by Linux. Now that I've fixed that issue, I don't really need it. The onboard is just as good.
Some of it depends on what your preferences are. Maybe even some on what you are pairing it with.
I own the SHP9600 and the slightly more expensive Sennheiser HD58x, and I find for most things I prefer the SHP9600 through this inexpensive dongle over anything I've tried with the 58x. At least when listening at my desktop on an Intel Nuc.
If you prefer a more clinical studio reference type of sound, go for the SHP9500, but I think the better bass end and warmer overall tonality of the SHP9600 will be preferred by most people.
I can't speak to gaming though.
How do you like the overall sound of the xm3s? Do you e.q. them? If you could cut or boost either the bass or treble on them, which would you choose?

I upgraded to a sound blaster but honestly that cable was just fine. It didn't get quite loud enough in some games. But my ears are bit bad, and for stuff with good audio(demon's souls, GoT) it was perfectly fine.
I tested this but it was hard to tell if there is really a difference. The sound does cut out for a second, so it could be switching over.
I bought this cheap USB to 3.5 DAC cable, and it works fine. It def sound better than the controller but doesn't get as loud. It's loud enough for games with good audio though.

I think you would like the Sennheiser HD560s. The HyperX Cloud II has a little more bass and lower mid emphasis, but it's not good bass. The HD560s won't have overemphasized bass, but it will be nicer and cleaner than on either those or the AirPods (which have a very rolled off bass end) while having a little more emphasis on the upper mid to treble range (though not quite as much as the AirPods). It's also currently at the lowest price I've ever seen for it on Amazon, ~ $143. Until recently you couldn't get it for less than list.
With 110 db/Vrms sensitivity, it's also very easy to drive. A dongle like this is all you would need to connect to USB and get enough volume for most people.
I actually use this dongle which has a bit more power with the 58x (also ~ $149 now from Drop.com), but the 560s should be ~ 6 decibels louder than the 58x.

Another alternative would be if you could find a short extension cord that has an inline mic in it so you could use it, but when I tried looking for that, I could only find them with double male ends. You would think something like that would exist though...
This is not directly related to your question but it's how I use Qobuz on Android so I hope it helps.
Look up USB Audio Player Pro. It allows for bit-perfect playback and works with Qobuz (or local files).
Audio on Android devices is not awesome. Let me be clear, while it may sound fine (and that's technically all that really matters) it does change the sample rate of all audio to some multiple 48kHz. And if you have Quobuz, one of the reasons is probably the fact that it supports high-res audio (and if that is not important to you, just ignore this).
So regardless of how the file encoded at Qobuz, Android is going to change the audio parameters.
If you use USB Audio Player and an external DAC, you can get bit perfect playback from Qobuz and have access to all your Qobuz favorites and playlists.
However, it's not free. USB Audio Player is something like $8 and you need an external DAC. I use a super cheap no-name DAC that cost me around $7 that I got on Amazon. This cheap DAC does not unlock the highest level of resolution Qobuz offers, but I get better than CD quality. I'm sure a more expensive DAC will give better results.
But in the end, if you don't have really good headphones or can't tell the difference, it doesn't really matter. I'm providing this info on the assumption that you have Qobuz because you want the better sound quality if offers and want to get the most through your Android phone.

I got a couple and just leave them on the ends of the cords at the two places I use them, at my desk and in my car. I had to do a little EQ adjusting to get the bass where I wanted it but they work great otherwise.

At the thing the DAC is supposed to do, digital to analogue conversion, even some of the cheapest today will do a pretty much perfect job as far as your ears are concerned. But once that conversion is done, there still has to be an analogue output stage, which can lead to audible differences between some models, especially in the < $100 range. But these differences tend to be small, and often even of the sort that which is better is a matter of preference.
So the main difference in upgraded models will be in how much power they are offering in the amplification stage. Even the inexpensive ones will likely have enough power for your 598. I can say this one did fine with my Philllips SHP 9600, for example. And when I wanted a little more power for the 58x, I found that this one did the job (though it's too noisy with IEMS, so there might be better options overall).
Just get a USB-C to 3.5mm adapter. Or you can buy a Bluetooth to 3.5mm unit for a few more bucks.

The onboard DAC should be good enough. They don't seem to give specs for power though. But I'd suspect that you would see improvement using an amp for the HD600, but likely wouldn't for the HD660s, a more recent model designed to be easier to drive.
I don't think there is a HD600s, but the HD600 would be best with at least 2.5 Vrms (and lots of user reviews seem to support that these Sennheisers scale well with more power), while the HD660s would likely do fine either direct from the MB, or with an inexpensive ~ 1 Vrms DAC/AMP dongle like this or this.
