Others have already commented some pretty good builds and mentioned that its way overkill for Overwatch (you could spend less than half this and still run Overwatch at 144Hz on ultra), so I'll focus on a different aspect.
Get a better monitor.
The Acer GN246HL is widely known as the worst 144Hz monitor on the market. It's old, uses PWM dimming (causes eye strain and headaches in some people), and has poor colors comparatively. You'll find people telling you its great, and see good amazon reviews, but for a huge portion of those people it will be the first/only 144Hz they've owned. There are so many better ones now.
I'd look into this one. Yes, it's a little more expensive. But if you're dropping 2k on a PC, don't skimp on the thing that's going to be displaying all that power to you. It's superior to that Acer in every way.
You'll be looking at that monitor for many years and for many people they last through multiple builds. Get a good one.
If you can wait until Black Friday, this Viewsonic on Amazon is heavily recommended and tends to go on sale for < $300 CAD.
That refresh rate is going to frustrate you. Better than a TV, maybe, but still not going to do what you’re trying to achieve. I went with this model about a year ago, it’s nothing special but checks all the boxes and for the money I’ve been very happy

it's harder to find a shitty 144hz monitor but it's possible. besides how fast it is, i'd say you're mostly looking for picture quality. do you want 1440p or 1080p, and how are the colors?

I love mine so much, have zero complaints about it.
Currently I have this 24 inch tn panel monitor as my main. I am looking for a secondary monitor to use vertically, but don't know any good ones. The buying guides I've looked at also don't really go into ideal vertical secondary monitors.
Since it will be sideways and I need a nicer viewing angle, I think I would like IPS. I also prefer that I don't need to buy a mount to stand it vertically, so it has a stand that allows it to flip in the box. I don't care about hz as long as it is at least 1080p 60hz.
I also would prefer so I don't really have to tilt my head looking at it, so would another 24 inch be too big? This I am least confident about, but I think maybe a 22-20 inch would be best suited for the job.
This is the least important, but since it will be next to my main (which already has quite large bezels) I would prefer for it to have smaller bezels.
Sorry if it seems I'm picky, but to someone like me (quite new to tech and monitor purchasing) most of what I listed seems like common sense to a manufacturer. I am also not super sure what size the monitor would be. I'm imagining smaller than 24" would be ideal, but maybe someone who has that size can tell me what they think about it?

Don't get a 1440p monitor for the PS5 unless Sony confirms native 1440p support. Look for a monitor with 1080p 120hz+ support over hdmi like the XG2402.

The XG2402 is a TN panel, but it seems like you play competitive titles, so I think it is a good fit. There are some IPS panels, but they approach exceeding your budget.

I'm looking to get build a PC in the January sales targeting 144 Hz @ 1080p playing Battlefield as the most intensive game. I've been out of the PC building game for 5 years, so my rig is beyond showing its age! However, I can reuse the SSD and HDD, but I was wondering if I would be able to salvage some parts :
1) Corsair TX650W PSU - Is it beefy enough with the right connectors for any of the GPUs I am going to want to use?
2) Corsair H70i CPU cooler - Is it compatible, or can it be made compatible with the AM4 socket? Or would I have to go Intel if I wanted to keep this. (Is overclocking ryzen even worth it?)
3) Is the XG2402 still the standard for a decent 144 Hz monitor? It seems there is a decent deal on at the moment for £219
4) Is it better to sell the old components separately? Or as a CPU/Mobo/Ram/GPU combo?

The benchmark reports that you had a very high background CPU usage (33%), which makes the whole test pretty inaccurate. Most likely you had something opened up (maybe a browser tab with a video running in the background) that was taking up a bit of your machine's resources, which made the overall performance score to be worse than expected.

I'm pretty sure your PC is just fine, you shouldn't worry to much about it. Also the r9 270x, while definitely not a top of the line GPU (it never was), should still be enough in order to allow you to hover around 120-144fps in games where you usually want to have those framerates (Fortnite, CS:GO, stuff like that). This is because to achieve those high numbers you're usually going to rely more on your CPU, which in your case is slightly better than your GPU.

What I'd advise you is to get an SSD asap since it'll vastly improve your load speeds and it'll basically feel like you did an upgrade to your whole PC. It won't help you get higher FPS in games but you'll notice that loading speeds on pretty much everything will be much smaller than what you're used to.

After that, you can upgrade your GPU to something like the GTX 1060 or an RX 480/580, which is more than enough for 1080p60fps with the settings cranked to max.

The monitor you mentioned is quite old and afaik not even in production anymore, so unless you're getting a really good deal on it I'd suggest looking after something newer like the ViewSonic XG2402 .

@OP, Austin. Bros, go for XG2402, I remember its on discount now 235 so you lost only 60 bucks for even better tn panel :) From what I know of Omen by Hp. It is pretty good built but preset color and calibrated color is what XG2402/2401 have over it. But regardless, I think both is good deal :) as I can voucher for both product.
Also just purchased the XG2401, Might send it back and wait for the 2402. Amazon UK has it down for a November 1st release date

I don't think it was a higher refresh rate that did it, but instead just plasmas/early LCDs of the time having a high input delay.
Also, 144hz isn't that expensive anymore. I remember I once bought a 320 dollar 144hz that turned out to be fake 144hz (displays at 144hz, but skips every two frames, bringing it back to around 60hz) Around that price point nowadays, you can get 240hz

For me it was important to find a monitor with low response, 144hz to 240hz refresh rate, low input lag, and if it is freesync/gsync compatible. I wanted every advantage I could get.
The Predator has higher response time than a select amount of TN monitors. It wouldn't be to noticeable for most however. I noticed it comparing it to my Acer Predator XB271HU. The Acer won the race in regards to picture. Not to say the Viewsonic looks bad. It looks fine to me, but more specializes for the purpose I need, and has almost no input lag. My other Monitor was a ISP panel from LG that claimed 1ms time, but I had to disable other things to enable 1ms making it look shitty, and tear. Such as the Freesync/Gsync that is used for smoothing of motions. It also had to much input lag.
depending on the system your playing will effect what refresh rate I think you should be looking for.
If console 60-144hz. If PC id suggest 120 to 240hz.
I've had my current monitor for like 3 weeks. It was the upgrade I wanted. Playing on my regular TV in comparison was night, and day. Compared to my other monitors like I said it's a slight upgrade. You get a little bit faster response time, in exchange for missing out on 4k. If you want a great 4K I tested, and plan to buy that is very close in response I'd suggest the
BenQ EL2870U 28 or Samsung C27HG70. I tested both and they look amazing, while keeping pretty close to the Viewsonic's response time.

Go for "gsync compatible" aka nvidia-approved freesync. You need SOME sort of "adaptive sync".
XG2402 is a TN and freesync for $200. It's the most recommended 1080p144hz monitor for people who don't watch movies.
For $300 you can upgrade to a nano-IPS VS279Q, or a VA CFG73 if that's your thing, but that's also more like $300.

FYI the sweet spot for 1080p gaming is 24". There are a number of them right now that are way cheaper. Go with something like the G2590FX which is really popular lately or the Viewsonic XG2402 . Also your PC will be teetering on the edge of 1440p play. So for the price of your current monitor, you can get a sweet 1440p, 144hz monitor.

It's OK. It's an older option, but decent. I'm not sure if that is the PWM or non-PWM version, but the Viewsonic XG2402 is better, and a little cheaper
First off, before you even think about investing in a 144Hz monitor, can your GPU give you the framerate you want in this game?
Beyond that, monitor technology is to the point where everything is pretty good. The more expensive ones support things like HDR or are ultrawides.
You have three panel techs, TN, VA, and IPS. TN is the older tech, it is cheaper to make and tends to have better response times. IPS has superior color and viewing angle, but the response times and refresh rates suffer as a result. VA panels are in the middle. You can still get excellent response times on VA and IPS monitors, but they will be a lot more expensive as a result.
Viewsonic and Acer makes some really good 1080p 144Hz monitors. They offer great budget TN panels. You can get 24 inches 1080p for about $200.
Viewsonic is probably the best budget option.
Samsung has some VA panel for a bit more. You'll get a nicer image.
If you have a good graphics card and are ok with spending a bit more Acer has a good 1440p monitor.
If you start going into higher end tech like HDR the prices start to go way up.

I'd recommend this monitor instead. It's the successor of the XG2401 and is pretty much state of the art in terms of monitors.

However the strobing function of the other monitors might be useful, depending on your gameplay style. Strobing adds a few ms of input lag, but clears up motion blur.

EDIT: IPS and $10 cheaper vs having sound and better customer service....sounds like IPS is the way to go?

This monitor is commonly referred to as the best "budget" 144Hz monitor - good colours, decent (for TN) viewing angles, has DisplayPort input (look for the cheaper monitors to only have DVI-D, HDMI does not support 144Hz, only DP or DVI-D do).
Alternatively, I created a PC PartPicker filter for 24" 144Hz 1080p-1440p monitors. This should be a good starting off point. Do some research on these kinds of monitors before you buy, there is lots of variation from monitor to monitor.

There are a number of them right now. Go with something like the G2590FX which is really popular lately or the Viewsonic XG2402 .
