This is what I'm eyeing. Zero dead pixel policy and 120Hz, can OC to 144Hz. For $150 it's a steal. I like small monitors though because I don't have much desk space. If you have a size in mind you can search for "1080p" in r/buildapcsales and find deals for the size you want
I currently have a 1440P/100Hz monitor but my 4790K/1080ti can't get to 100FPS in maxed out GTAV. I was considering jumping to 1440P/144Hz, but that would be about $1,000 in upgrades so I bought one of these instead when they were on sale for $130. 21.5" 1080P's pixel density isn't really that far off of 27" 1440P (102.46 vs 108.79) and my CPU/GPU are more likely to be able to feed it. I wasn't that impressed with the jump from 1080P/60 to 1440P/100, I hope I'll be able to appreciate another 44Hz and freesync.

Both are 75hz monitors, which is a noticeable difference from 144hz.
I'd personally get this over either of those for the 144hz, but if you work on your computer a lot as well that IPS Ultra Thin may have better screen quality.
Here is a decent budget monitor that people say overclocks beyond 144 and has pretty good response times. you get a cheap stand though with limited adjusting.

yea anything smaller is just going to be a typical display meant for an extension of laptops and iPads. The only thing out there that is close to what you're looking for is this 22 inch one . Can I ask why you don't like 24 inch monitors? I understand you are wanting portable but with desktops PCs it's not really meant for that, as you'd be best getting a high end laptop. They've come along way, of course still not going to be great as a desktop PC but it has features and the true portability that you're after

EDIT: I just noticed one of the reviewers points out that the monitor comes factory-tuned to 120 hz and must be overclocked in order to achieve 144. This is easy enough to do, but also voids the warranty.

keep in mind that you will have to upgrade your cpu in 3-4 years, probably before anything else. Also don’t get that f***ing razer keyboard. There are plenty of better TKL, 60%, 65% or even 75% keyboards for $40-$80. If you want RGB and a highly decent keyboard with gateron switches, look up the Womier k66, and a website called Banggood should pop up 1st thing. ($55 for another day, then its ~$60) Its a trustable website. If you want a hotswappable (meaning you can swap the key caps in and out with other compatible key caps) version, go to (~$65 i believe)

I know its chinese, but its good, and you should trust me. Theres also this company called Keychron, and they have like 4-5 different models. K2, K4, K6, and K8 i believe, with the K8 about to release soon. The K6 is 65%, you can switch between mac and windows, comes with keycaps for mac and windows, comes with a keycap remover, it can be wired or wireless or bluetooth, but the price can range between $69-$99 depending on what switches u want to get, if u want RGB backlight aluminum frame, etc.

I say spend a little more on your monitor, and even try to increase your budget however possible. You don’t want to get a s***y monitor because you’re gonna be staring at it the whole time you use it, and “the most used” part if you know what i mean. Don’t cheap out on that, I suggest this monitor.

a cheap 144hz monitor would probably do
My brother has this one and for a cheap 144hz monitor, its ok and also maybe you's want to upgrade your gpu up to something like a 5700xt or 5600xt.
Upgrade cpu to ryzen 3100, keep a cheap motherboard since dont need a lot of power for entry level ryzen cpu. This one has good reviews, supports fast memory, and has 2 chassis fan headers.
Spend a bit more on faster ram since it is supported by mobo and makes a difference for ryzen.
Get a better gpu, this is only 6gb vram but the performance is much better than the 580.
Are you able to find this monitor in the UK? its USD 130 ~ 100 GBP but it doesn't have any on pcpartpicker. It's a lower end 120/144hz monitor but it is gsync compatible which is good for having a nvidia card. You wont hit close to 144hz on high/ultra setting on new games, but the higher Hz will be useful for esports, older games, and general PC smoothness. It's also not much more expensive than gsync compatible 60hz monitors.

If you can find the monitor I linked for like 105gbp, build would be about 575gbp total.
