I've actually got two of these. I previously had 4 1080p monitors set up here - some for my work laptop and the others for my PC. The laptop didn't allow for everything to line up evenly so these worked well. I'll add a second or maybe 3rd monitor this week and I think it'll work alright. They're sturdy and I don't have any complaints.

This is what I use. I have a second arm though for my lower monitor so I can swing it around a little more. But this holds my to monitor fine.

I use this one. It okra well, but if yo hang both monitors way off to one side it does lean a bit, I imagine more so with a 46” monitor.

It supports the weight of my LG Ultrawide w no issues but at the same time it’s not really the mounting style you’re looking for but hopefully you find something that fits your style :)
I've been using the below to stack my XB270HU on top of my X34S and it's been perfect so far. I didn't need to move my monitors vertically, so being able to lock them at a fixed height has worked for me.
I really only use my top monitor for Discord and MSI Afterburner (I have the full monitor up at all times monitoring CPU usage, temp, GPU usage temp, etc..)

It's not an adjustable gas piston type mount, but I noticed my monitors would slowly sag using one of those because of the weight. Picked this because it's a fixed type (you can adjust the arms a little bit, but you probably will just find your preferred location and keep it there) and neither monitor has sagged or dipped during my time.
The left monitor on the side I'm just using a single gas type adjustable type since it's light.

The cables are not hidden but the cable management functionalities do a pretty good job at running the cables along the arms and the pole.

Just have to tighten the screws down a little more on the X34P in order to have it stay put. Haven't had any issues with this since I've had it.
I'm using the VIVO Extra Tall mount which probably wouldn't work in your case since it doesn't have free vertical movement. You set it to the height you want it at and then secure it. From there you can only really move the monitors in or out.
A dual Ergotron might work depending on whether you're okay with the pricetag and whether it has enough clearance to move your monitors around. From a quick Amazon search it looks like the LX Dual Stack is what you're considering? If it doesn't work then maybe consider two individual gas mounted arms? One that you can mount low and another that has more vertical reach that allows you to move it up and out of the way while you work on your drawing tablet. I'd measure the vertical heights of your tablet and monitor then consider it alongside the mounting height, arm length, max arm height, etc.. get real technical with it.

Wow! That will be some heavy lifting for the monitor mount.
I have a 27 and 22 inches stacked vertically, the 27 at the bottom. They are not even on the same monitor mount (it's complicated).
The 27 inches is about 6 inches from the desk, and the 22 inches requires at least a 16-17 inches pole to be able to stack on top of the 27.
You will probably have to buy a few monitor mount and do some mix and match if you require more freedom. (I bought a tall monitor mount - not tall enough to my liking - and bought a dual monitor stand with pneumatic arms)

If I remember correctly the stands are not about how much the stand can hold based on the width of the monitor but pretty much how much your monitors weigh and if the stand can properly hold them. It also depends on the strength of your desk as well.

The C148 is 24.3" tall and the LG 38WN is 15.5" tall, since the vesa mount is at the middle aprox. a 32" arm mount is needed, that has 39", more than enough.
The question is the weight, C1 is 32.8 lbs and 38 is 14.2 lbs, both without stand but the arm supports 44 lbs; those 3 lbs shouldn't be an issue.
