Hey, not sure what monitor arms you’re looking at but there are plenty of great, inexpensive options. They are also super easy to mount a monitor to, regardless of the weight. I have a heavy 34 in curved monitor mounted with a VIVO arm. Check out link below ($32).

You could consider a double mount to one side of the desk. Many monitor arms are long enough you could get the displays nearly centered and the monitor arm would be nearly flush with the wall.
You could also wall mount.
the CF791 is actually on sale on Amazon for $750 brand new. I am tempted by that but still would be saving another $200 + tax if getting used so I guess I will still wait. I am thinking that I should just get a mount like this and then do my original plans of having my current monitor on an arm. Ideally, it will look better and save more space if I use a mount like this. Currently trying to find a higher quality one though.

this is what i have and i just tightened the bolts to high heaven because i think my monitor is heavier than the rated weight but it seems sturdy enough

It's an awesome mount and holds this thing no problem. I figured out that the x34 stand is what really makes it weigh a lot (monitor itself weighs 12lbs).
I want to buy a desk monitor arm/mount for around 25 bucks. Do you recommend a specific model? I'm looking for one preferably black that will allow me to position the monitor near the border of the desk with the monitor centered (like this). I found this model on amazon but with this one I can't move the monitor forward.

Once you've check the above, you can use mounts that are more for a static setup or mounts that use gas/spring pressure articulating arms that can be moved for constant adjustment:
What side of the desk are you trying to cable manage? I'm assuming all of them?
Top? I'd personally try to minimize cables, where you can't you can always add grommets with a hole saw bit. Also, monitors with USB hubs + a wireless mouse, wireless headset, etc really help cut down on cable clutter for me on top of the desk. My last tip is to use monitor mounts, I prefer the post mount style, one post per monitor, since they don't wobble.
Sides? Whether you're using grommets or waterfalling your cables down the backside of the desk, cable guides are your friend. Do you have a 3d printer or access to one? Thingiverse has many solutions to help keep those pesky cables combed and from falling down when not in use. Do you use headphones? I personally prefer a clamp mount for mine.
Bottom? Cable guides, cable clips, cable hooks, cable housing, etc. I also recommend attaching your power strip to the bottom of the desk, this way you don't need obnoxiously long cables if you're getting a standing desk. I also mount a network switch, usb hub, and various power bricks to the bottom of the desk. I'm also working on mounting my desktop to the bottom of the desk, stalactite style.
Floor? The cleanest way to get cables from the desk to the floor is to use a single run. I've heard great things about flexible cable chains to keep that bundle organized.
Finally, if you do nothing else, cable ties and/or zip ties go a LONG way. One (or a few) bundles of cables look better than a rat's nest.

I use triple 27's as well, and I gave up on the single stand idea after a lot of research. You just have to bite the bullet and go with three stands/arms, or perhaps a double stand/arm along with a single stand/arm, to get a good amount of angle on the outer monitors.

Then buy an aluminum plate, a drill, and a drill bit to match the non-VESA pattern. Viola, adapter plate.
