If the charge cable can be removed from the wall (because it’s locked into the car), then just grab a set of these and you can roll it wherever you want.

Had a similar issue when I lived in an apartment, so me and three other folks bought wheel follies and moved the car to another spot. Owner didn’t care when he finally came back, management never said anything because they never leave the office.
