I've also read that booster fans aren't great if carbon filters are involved and I'd rather have too much power than too little. I'm legally only allowed to grow 4 plants so I don't think my setup will ever expand beyond a 2'x4' tent, 3 plants at a time. Your 10x12 room is much larger than my small tent, so perhaps a booster is sufficient even with a filter?

It sounds like a 6" inch inline fan is almost overkill since I'll likely be running it on low full-time. I also use my grow-room as a small office so quiet is preferred.

I"m wondering if a 4" inline duct fan with a carbon filter is the way to go, or do you still recommend a 6" inline with the carbon filter, at low setting? I'm looking at this fan on Amazon. The total cost is $193CAD including filter/ducting. There's only $10 difference between 4" and 6" so 6" is likely better.

Its a 6" fan but I'm pulling from 2 4" ducts into a 6" wye to the fan. Pulling from a 2x4x5' and a 6x6x6' space via 4" ducts. I know the pressure is going to be off because of different size rooms and duct length but all I need is the air to be exchanged in both areas like once every few minutes or so to keep fresh air in there. Its for a botany application.
I just installed this Vivosun 440CFM fan from Amazon and it hasn't had any issues keeping the temp and humidity in line on my 48" x 48" x 80" that also has a 32" x 32" x 60" tent connected to it.

I quite like it, but would go one size bigger if I had a static setup, mine I take in and out of the window so I kept the fan small, if it was all rigid then I would up size it.
It is very quiet, the fan on the laser is often louder than it and even when cutting MDF it pulls the smoke just fine
1000 watts have a footprint in the 4’ x 4’ to 5’ x 5’ range so that should be good with that tent.
My 600 w is dimmable to 75% and 50% which I’m sure this does as well. So ya you could def run it at 50% or 75% especially if you have any heat problems at 100%.
Edit: you’ll also want a beefier fan (even if you stick with 600 w) something like this bad boy
It comes down to a couple factors. Carbon filters require a certain CFM to scrub air properly, if you're not pulling enough air through the filter it can not scrub the air properly.
Outside of the filter not doing its job at a lower airflow, A bigger inline fan will pull enough air from a smaller tent (4x4 or smaller) that you can achieve a negative pressure that will regulate your RH, as it will basically suck up and out any condensation that has been expired from your plants.

It's a hot mess at the moment and I don't have a good photo, but here are the pieces:
I put the Amazon links for reference, but shop around. Some of this stuff is much cheaper at Home Depot or other online stores.
I use the foil tape to connect a "boot" directly to the back of the case my mining rig is in. Then connect the flex duct to the boot. Connect the other end to the inline fan. Connect a second piece of flex to the output of the fan and hang the end out of the window.
I've found pulling the heat out works much better than blowing cold air in.

For a fan, I used something like this
Then you'd need a reducer to get it to the normal 4" dryer duct size.
Add whatever length 4" dryer ductwork you need like this example
And a dryer vent
A few clamps to hold everything together (two 4" ones & one 6" one), a way to mount the fan to whatever (I used a 2x4 drilled into studs as a mounting board), & a 4" hole saw (which I borrowed, since they usually aren't cheap).
Brand new 440 CFM 6 inch Vivisun fan. Bought as a backup. Never used. Sells for $85. Willing to let it go for $70.
This motor starts up quietly but gets really loud when it gets up to speed. It sounds like the bearings are bad, but they feel really good when I turn the impeller by hand. You can clearly hear the difference when it's slowing down. It sounds like someone flipped a switch and the noise disappears.
The motor has a speed controller and there's a single capacitor in the junction box.
Could this be a centrifugal switch (for the start up cap) making all this noise?

Good lord a bathtub grow sounds awesome I wish I could try it. You already have a water source, an inert, reflective, well sealed enclosure, and a grow tub.
A carbon filter will make the smell completely gone. Pull into a ~450cfm fan, and blow it out the window. This creates negative pressure in the grow room, all other leaks pull in. For optional stealth, buy the cheapest AC on Craigslist, cut the guts out, and mount that in your window and blow the exhaust fan hvac through it so from outside you see an AC not an exhaust. These two parts plus some 6" flex duct from lowes will do it.

Edit: just read you have an exhaust fan. Make sure you're pushing enough air out over a carbon filter that all other nearby airs get sucked up in, and boom, you're all set with smell.
