We had the same issue, ended up with a larger unit:

We put a right angle and short hose on it stuck out the slidout's seal and it runs constantly. Before we put the hose in, we were dumping it out multiple times a day.
I got this one when they had a lightning deal or something on it so it was around $150. Sits in my basement (1,4xx sqft) and works well. I'd say it does a good job bringing the room to about 50-55%, I usually turn it off when I see it around there so not sure if it'll keep dropping more haha
Easiest way to fix it is to clean it with bleach and buy a dehumidifier.
You can complain all you want, that land lord isn't going to buy you a dehumidifier (from experience) and once you've got one, the problem is gone.

It's always on, but there are ways to not make it do that.
