I have never heard of Arteza watercolor paper, but the one bad review on amazon would convince me to stay away from it! I like looking at negative reviews. Why? If they are well written and thought then they might be closer to the truth!
I use Arches, Fabriano Artistico, and tried Saunders: All those are great. You know when I looked on Blick's webpage I could not even find Arteza.
Replace your paper!
Videos? I liked this one https://www.youtube.com/watch?v=G5ltIgaytLM
The first book that I got more than 20 years ago was Duane Light's Watercolor. https://www.amazon.com/Watercolor-Artists-Library-Duane-Light/dp/092926102X Its thin but packed with the essentials. I think that you really need to master basic techniques like painting a wash, a graded wash, a glaze, wet-on-dry, wet-on-wet, and dry brush techniques https://www.artistsnetwork.com/art-mediums/watercolor/all-in-one-guide-to-watercolor-for-beginners/ do not worry about 'creating art' worry about mastering the technique. https://www.youtube.com/watch?v=1jPanPCfYMk. <- video on washes you might watch more of Mr. Davies videos especially the one pithing beginning or getting started in them https://www.youtube.com/channel/UCvDE0sQ7GHLvJkFgodgkzog
