A usb3 docking station with two video ports. Here is one I bought that does what you want.

All the while plugging in an external SSD with mouse/keyboard, tho I think there’s a ever so slight latency, so if you are playing CS go you should plug your mouse and keyboard directly into the laptop. Otherwise this deck work fine
You need DisplayPort 1.4 capable thunderbolt dock. The one you have only supports DisplayPort 1.2. Something like this should work: https://www.amazon.com/dp/B07T2RW54X (but that's just a random google search result, no idea if it actually will).
You could also forget thunderbolt part (if you don't actually have any use for that) and then you could use something like HP USB-C Dock G5 in "High Res DP Alt Mode" ( 4 lanes of HBR3 ) to get dual 4K outputs (hopefully MST hub inside the dock supports going from single DP1.4 to dual DP1.2).

is a great bang for the buck with 5 varied USB 3 ports, and minijack audio. At $150 (sometimes you can find refurb units for cheaper). Seems to be an understated brand but it gets good reviews, and it’s a lot cheaper than most Thunderbolt 3 docks which tend to be $250+
PLUS it can drive two DisplayPort monitors from your Mac Pro 2019!

Saw that T3 dock on Amazon, seems pretty good for the price, but I don't know about the build quality:
Here are examples of products that use the JHL7440 controller that claim to work on both TB3-enabled laptops and USB-C laptops. I have not tested these myself. The throughput for displays is quite limited in the USB-C mode.
