You would ideally want to use HEVC or if you have access to a render farm, AV1. Honestly, the amount of power you are going to use in compressing them makes it not worth it to do so. Just spend the money and buy a larger HDD.

Amazon had 12TB drives for $174.99, which have returned to their regular price of $219.99. Not really any money to be made and they had a limit of 3, but these might able to be "shucked" (take the drive out and toss the plastic shell) which can increase the value
Hey I ended up getting this one earlier. You have to "shuck" it, take out the hdd from the enclosure, then you do the 3.3v pin trick (look for it on youtube) and now you can install the hdd into your PC. But that's really not necessary to hold that much data on your person when we have cellular networks and easy streaming services like Youtube. Youtube will hold unlimited data, as many videos as you want to upload (I uploaded over 30,000 myself), they could handle it but as with a big change like that I'd assume that my tax money would go towards expanding the servers as necessary. And that would be fine, as it would hold people accountable and I'd much rather my money go toward the transparency of these public servants rather than it going to more guns and continueing the status quo. As for the actual size, you don't need anything bigger than a cell phone to record and transmit data to Youtube, people do it all of the time. It doesn't need to be specifically made for the police officers, any recent iPhone or Android would do the job just fine and have excellent resolution and camera quality.
You're OK with the USB3 Element Drives, they have zero HW encryption. That's the external I use and I checked it out before purchase. I am surprised in that lnk you provided, the ambiguity indicates some bad tech writers @ WD and also, that the older USB2 Element Drives had encryption.

I bought two of these when they went on a flash sale and shucked them and put them in my plex server. They work great! There's a little mod you have to do to get them to power up but its super simple.
Oh dang I'll look into that, I'm still getting into freeNAS and all that. For storage tho I'd say look into that 12TB drive on Amazon it's decently cheep large storage but its a bit loud for a hard drive. I just ordered one to toss in my little server.

Like Sko0ol said, you want a NAS (or an external hard drive). Move all your data from your boot drive to the external storage. Make backups.

Plain Jane Raid 5 is not as versatile as Synology SHR1, ( enhanced RAID 5 ) . Most people with a 4-6 Bay NAS should use SHR1, unless you want more redundancy , but less storage space and then SHR2 is appropriate. Greg - It sounds like you want to make good use of a bunch of old, small hard drives. That is good for the environment - not throwing away useful tech!
It is hard to find something that does what you want. That may explain why there are no comments here after 2 days. I am thinking there is something out there. I just couldn't find it.

That Q and A explains how to keep a list of the hashes of all the files on another, disconnected computer and compare that list to a list of the hashes of all the files on the local computer. This would work just as well for disconnected drives. But it would only identify the local files that do not have exact copies on any of the disconnected drives. With that list, you could use a batch program or PowerShell program to copy all the new files to a connected drive.
But I have to think someone has already created a backup program that automates the maintaining of a catalog of files on drives and backs up new ones. Maybe you could try a Linux subreddit or SuperUser. Our r/Backup subreddit is rather small.
Another option would be to buy a 12TB or 14TB external hard drive for around USD $240 here in the USA and use that as your primary backup. Use the other drives as a redundant, cold storage backup.

I am in the middle of a similar situation, but the setup I originally settled on was a 2012 Mac Mini I got off eBay for ~$250. I dropped in a spare SSD and extra RAM I had lying around, and configured it for ssh access and SMB shares on the network. I attached all my external disks to it (the ones I am trying to consolidate). Using macOS gave me a huge advantage in that I could use Backblaze's unlimited desktop backups on all of my attached storage, which is about 15TB now. The Mac Mini pulls about 7W idle, though I'm not sure how much the external HDD's use since they all have their own power bricks. Overall its been great since obv it has x86_64 CPU giving it great software compatibility and the potential for plenty of specs to run any software I could need.
For archival, I just set up rsync
scripts on my other Mac's to copy my home directories to the Mac Mini's attached hard drives. Windows could prob do similar with the SMB shares. I am not sure what kind of Wifi access speeds you need, but rsync
from my MacBook to the Mac Mini typically gets ~5MB/s transfers over Wifi on my basic home router.
The drives I have been using are the plain old desktop style external's which keep going on sale, like this one which I snagged for $175 during Prime day. They will def be on sale again in the future if you just keep an eye out.
If I wanted to, I think I could host Plex or other media servers on the Mac Mini, though I doubt it would be able to handle much transcoding, instead I just use another external HDD attached to my Shield TV with movies on it and call it a day.
This is def not an "ideal" setup but its worked quite well for a while now and has solved a lot of similar issues to yours. Its been inexpensive, low power consumption, and very flexible.

I don't think I get consistent RPM with my current, I see it fluctate quite often. I dont use RAID however. I use UnRaid only currently, and do not plan on switching to RAID.

I am seeing an identical error using a WD 12TB Elements Desktop Hard Drive, USB 3.0 - WDBWLG0120HBK-NESN I got on sale.
On Windows, I was trying to follow /u/coollllmann1's method (SMART short test, badblocks, SMART short test, fio) via the DataHoarder wiki section "How to test purchased drives"
Then I deviated, assuming if a short test is good, an extended test would be even better.
The short test had Raw_Read_Error_Rate

and apparently it's supposed to be zero, which made me think something might be wrong.
