Hard to see scale on this sander, but something like this would work.
Here's a tip on dealing with long URL's. Most of the stuff is useless except to Amazon, in this case. Just delete all the stuff after the description of the item and the item number. Your URL then becomes this:

This works on most all URL's except Google Map links, which actually have longitude / latitude data in their URLs. In those cases you can go to tinyurl.com, enter along URL and it can create a short URL for you.
I was in your same position. I tried a grinder. It sucked. Put a metal blade on a jigsaw and it worked awesome. Even on like 3mm steel sheet. Only thing was, was that i had to drill holes when my design made a sharp turn, so i could reposition the saw. But you need a drill and some bits to make the other holes in your design anyway. Its seriously the best, cheap DIY option.
Not sure what you’re making, but to give you an idea, I can make pretty much any simple car part I want with just the raw steel, a welder, jigsaw, an angle grinder, and a drill/drill bits. Belt file or belt sander i think. I have this one, best $30 ever spent on a power tool. Had it for a year, has held up well. Belt file sander
Pb blaster doesn't remove rust, it just lubricates. Rust swells as it forms, making the inside smaller. So you need to remove the swelled rust. Some random ideas: needle scaler, dremel with carbide burr or sanding wheel to grind away that chuck on the top, along the same lines you can get small belt sanders that take a loop about an inch wide that can sand inside recesses like that. Yeah, I'd just turn it gently. A belt sander would leave flat spots, suppose you could use a handheld belt sander, but it would likely do the same.

Frankly WEN makes some good shit, but it would probably be challenging.
Maybe try citristrip?

yeah this looks like a modified one from you tube, i think they are called Detail belt sanders Wen makes a cheap one, i've used a few different wen products there not bad, if you order through home depot if it breaks with in 30 days or have an issue with it you can just return it to the store
