I use this for my Warthog HOTAS w/rudders. It’s heavy duty, super stable (this was my biggest concern before buying but it is rock solid, even while I fly aggressively), and folds up in a minute and stores right in my closet. All simple bike fasteners for tightening. It’s pricey but I love is and it makes for a great cockpit setting up.
I use VR in DCS exclusively (reverb G2 is awesome). I bought a Wheel Stand Pro super warthog for my setup (link below). It works quite well with the Warthog controllers mounted to it. I know this is not what you are interested in but it’s similar so I thought my experiences could help. I ultimately found it to be a little cumbersome to drag into place as it’s heavy. I had the cheaper Thrustmaster pedals (now replaced with the pendular ones.. so nice). The cheap ones had to be secured with zip ties so it wasn’t ideal. I think there are holes which would hold my new ones but I stopped using it (going to sell it since it just sits there now). I bought the clamp on Monster Tech devices for my control stick and throttle which I like much more as it’s less hassle to clamp on or off. I actually had to stop using the throttle mount as my desk edge curves around and the throttle was at an awkward angle. I have a flight chair which has side mounts for the throttle so I use that (move my office chair away) and then the stick is mounted to the desk. I guess I moved in the opposite direction to what you are doing. Anyway, the stand system actually works quite well. You attach everything to it, adjust the position of the controls and then plug your stuff in. When done, unplug and drag it out of the way (it takes up. Decent amount of space though due to the foot pedal part)
The NLR looks nice as it folds up.

With that budget for a VR setup, I'd go with something like this:
Thrustmaster Warthog Stick/Throttle
Thrustmaster TFRP Rudder Pedals
And some kind of stand for them like this. There's definitely cheaper ones and it wouldn't be difficult to build something similar for much cheaper, but that will depend on what his setup is or what he might like.
That should be somewhere around a thousand bucks and be a pretty great setup for VR. He an set it up for a center-stick with his mouse to one side to interact with the cockpit. Alternatively, some people prefer trackball mice attached to their leg for that. If he prefers that, then you could get away with a stand with one less platform, since he wouldn't need one for the mouse that way.
You absolutely can. This one is designed especially for flight controls but it's way more expensive than the one you listed. It might take some fiddling with the base to get the mounts to fit and everything to be comfortable, but you can totally make it work.

Also, I ordered the $40 joystick adapter which is a small base sized adapter for the stick rather than having to have the big ass plate mounted which would be awkward AF IMO.

Playseat itself makes and sells the Air Force variant.
I don’t know if there are (3rd party) solutions for compatible HOTAS side and center mounts.
You could however add another stand, like the Wheelstand Pro - Super Warthog, or the Next Level Racing - Racing Flight Stand, to put in front of your seat in stand of the Playseat’s wheel mount and pedal mount.
You could also simple use a pair of side tables or stools to put next to your seat as HOTAS side mounts.
I've had a Wheel Stand Pro stand for a while (https://www.amazon.com/Wheel-Stand-Pro-Compatible-Thrustmaster/dp/B01NAN0SF3/). It's similar enough to a racing wheel stand even though this model is specifically for HOTAS. From my experience:
- Be ready to drill extra holes as needed. A HOTAS probably won't have mounting holes in the same places as racing wheels.
- If you ever expect to upgrade to a stick with extensions - try to make sure before you buy the stand that it can go low enough without getting in the way, preventing you from reaching the pedals, or tipping over.
- Also keep in mind that a comfortable mounting position for a stick (even without extension) is much closer and lower than a wheel.
- Make sure the shifter mounts can go far enough back for decent throttle placement.

edit = you can also make a stand out of pvc pipe. just google "pvc hotas" and the ideas will just start, but you'll still end up paying around $100 to make your own.
same boat as you. i didnt want my throttle and stick on my desk and i was going to use pvc pipe to make a stand to sit my equipment on to the right side of my desk. i ended up going with a stand that is very customizable, they are like $300 on amazon but you can get them for around $125 shipped from ebay.
