Honestly, go buy an air purifier. It’s really the best way. My AC gets most of the big things and my Purifier gets all the rest.
Get things that do theirs jobs well instead trying to get something do two things poorly.

Here’s what I have.
The box fan is gonna be pretty shitty at generating the pressure delta you need to pull air through the filter, theres just way too much slippage around the vanes.
By the time you buy the correct fan and get the sealing figured out, you might as well have spent the $300.

first off. You are neighbors. walk across the hallway knock on the door and ask them to smoke outside. if this doesn't work then report them to the landlord and you can do this with a clear conscience. If you are desperate enough to be rid of the smell go on amazon and buy a carbon filter and place it by the door that the smell comes through.
That's an awful idea for a dozens of reasons.
So after all that wasted money, you're still only running a MERV13 which means you'd need 3-4x the air exchanges to have the same effect as a HEPA filter, which means you'd need more of them per cubic foot of air.
Meanwhile a common as hell Winix 5300 retail is $130/each an actual HEPA filter, meets all safety requirements, and in bulk is certainly < $100 since they actually have been on sale for that low in the past (I bought one a few years ago from Home Depot for $99). Remove the bullshit carbon filter to slightly improve airflow. Even on "turbo" it's only going to burn about 55W, so less than a light bulb in the room. One of those would be enough CADR to cover a typical classroom. In a non-smoking/cooking/pet free environment like most classrooms a filter should last quite a while with just a quick vacuuming of the pre-filter every now and then. You could easily go a semester to a full year on one filter.
The city could easily do a bulk order for those and filters to bring down costs substantially from retail.
HEPA filters are WWII era technology. It's nothing fancy.

Two options:
A humidifer on a smart switch, activated by a contact switch when the door is closed or by a motion sensor. Maybe also add a humidity sensor so the humidifier doesn't go on when someone is in the shower.
An air cleaner with odor sensor and carbon filter, like this one.
I've had this one for nearly three years now and it's been great. Bought to reduce seasonal pollen for my allergies but did well against smoke from wildfires too: WINIX 5300-2 Amazon link . It has a prefilter which I hose off outside about once every other month, a HEPA filter which I have a spare for but haven't had to replace yet, and activated charcoal for keeping odors down (replace about every 6 months). Very quiet and auto senses level of contamination to adjust fan speed.
What do you make of this top review of that first one?

So I can comment a lot on the breathing issues. I have severe asthma and restrictive lung disease/pulmonary fibrosis. I also have a small space. Obviously everyone is different any you will probably want to check with your pulmonologist, but my ferrets have had no impact on my breathing issues. I do take a few steps to reduce any chance of flare up by alternating and washing their bedding every other day, cleaning their litter twice daily, changing my bedding every few days and changing my clothes after handling their bedding/cleaning their cage. If you have any carpets, try to get rid of those because they will keep irritants that may cause a flare up. I also do a light sweep at the end of every day to get any loose hair (not sure how much is my ferrets and how much is my cat, but oh well!). I also have an air purifier in my bedroom as well as the main room. I just had to replace the one in my bedroom and purchased the one at the bottom of this comment (sorry I am on mobile and don't know how to link on here!). It is a bit noisy but you get used to it after a day or two. This seems a lot at first but once you get into a routine it takes maybe 10-15 minutes of your days and I am of the belief that anything is worth is to keep my pets around. I do not have any allergies to animals but I still take a daily antihistamine as well, and while I was told to do so for other reasons, I don't think it hurts with my animals. Definitely ask your pulmonologist about that as well. If you have any questions about your lung issues and keeping your ferrets that I didn't address, feel free to message me!
If you do have to rehome your ferrets, please listen to the other commenter about the ferret rescues. I am not sure where you are but I know the local town shelters by me are not the most friendly for small animals.

What comes to mind for me is:
-Seal off the cooking area. If you can, put up curtains to seal off the kitchen from the living area. It doesn't have to be floor to ceiling, but the more coverage the better. Hanging up higher is better because smoke rises.
-An air filter/purifier. An effective one costs $100-$150, and filters cost $30-$60 a year (which you can stretch if you only use it during cooking). A frugal way to obtain one is through Craigslist/Facebook/Offerup. This one from Amazon is $141, and you can find it cheaper used.
If you have a window in the kitchen:
-Window fan blowing air out of the kitchen (if you have a window in the kitchen) and a fan blow air into the kitchen, so there is a flow keeping air out of the living areas.

My TruAir units were quite loud and didn't do that much for a 350 sq. ft. room. I also like the versatility of the Winex filters: I vacuum the outer filter, wash the inner, and then pay for the Hepa once a year.
If you're willing to make an investment this is a great fan. I used it at a friends house and if you blow in the direction of it it will suck up the smoke and will be gone instantly.
Make sure the room is as sealed as you can get it (but not perfect, usually the cracks around the door is enough). Install a blower that will suck air from the room and force it outside. The idea is to make strong negative pressure so air from the rest of the house is being forced in and then exhausted out of the house and never have air from the smoking room seeping into the rest of the house. Glossy walls are easier for cleaning and you'll want leather chairs or metal chairs, anything that isn't cloth-like otherwise it'll absorb the smell. No carpeting for the same reasons. An air filter will also help keep the smell inside the room down when you're not smoking in it. HEPA filters with activated carbon like this running for a day or two after a smoking session should eliminate most of the odors.
When I have cigar-friends over we smoke in my dining room which is all hardwood with a window fan exhausting and I just vacuum afterwards and run an air filter for a couple days and the smell is always gone.

I have a couple other Air Purifiers around the house due to allergies. I also recently had a new furnace installed and now use MERV13 16x25x5 filters in my furnace so not much dust in the house anymore. (My furnace can handle them without issue.)
Personally I would not put filters on the vents as it will put even more strain on the blower motor. If you really need the filtration add an Air Purifier to the room. You could also use a simple box fan with the desired MERV level furnace filter attached to it.

Depends on the size of your room. The whirlpool is good for small or medium sized rooms like a bedroom or master bedroom.
The winwix is good for a living room.
Theyre both good air purification systems with good ratings and affordable filter replacements.

And look at CADR ratings and what each system can do.
Avoid systems that use plasma if it can't be disabled.
Look to see how often filters need replacing and how much they are. It matters a lot. Cheaper units could require expensive filters and cost a lot more after a year even.
Those industrial ones can be quite loud even on "low" settings as they are designed for, well, industrial use.
