I'd get a cheapie hook sets with handles from Amazon, can't beat them for under $10 and you'll have a range of sizes. For amigurumi you really just need a hook, needle to sew together and some stitch markers.
For yarn, don't buy anything on Amazon. It's all overpriced or questionable quality. I'd get yarn in person. For amigurumi, acrylic is fine. Joann's Big Twist is a good brand, goes on sale often and comes in a lot of colors. Caron's Simply Soft is a bit thinner but it's shiny and pretty. Red Heart Super Saver is another great basic acrylic, available at Walmart in addition to Joanns. Big variety of colors.
Generally you don't want to mix brands if you need different colors for the same project. They can vary slightly in thickness making amigurumi look funny. When you're starting out, just buy what you need for each project until you get a feel for what brands you like working with.
First, I support Michaels and will never recommend hobby lobby.
But. I would personally recommend Amazon for this as I never found anything similar in my Michaels when I started a few years ago.

Depends on what they currently have for tools? This is a basic kit of ergonomic hooks, stitch markers, and needles.
But if they already have this stuff, then I'd recommend fancy scissors, or a pretty yarn bowl.

Oh yeah, hooks with grips are a must. Especially when working with crochet thread. Even with grips it’s a hand killer on longer projects haha. I bought this set on Amazon and I love it. I learned initially through YouTube, specifically Crochet Guru and Planet June. I didn’t really watch too many though, which really helped me learn the shorthand used in written patterns. The Crochet Crowd is also an amazing resource.
I find kits a little overpriced, but if there’s something you specifically want to make that’s only available in kit-form, go for it! Chances are you can buy the pattern separately though. Ravelry is a website that’s also in app form that will very soon be your best friend as it has SO many free and paid patterns for you to peruse.
You can get a set of crochet hooks on Amazon really cheap, although I highly recommend selecting hooks that have an ergonomic grip to them. This set is dirt cheap and has basically everything you need to get started outside the yarn and a pattern. I recently upgraded to Clover hooks, which are definitely more expensive and better quality, but my first set of hooks still see use and love.
Yarn is...well, yarn is the slippery slope of all the fiber arts because there’s so many beautiful options out there in all sorts of materials and colors. It’ll be tempting to shell out the big bucks for some hand-spun and dyed silk/merino/alpaca blend but trust me that your best bet is to stick with a lighter colored acrylic from the big box stores while first starting out because it’s cheap and the yarn itself can withstand you redoing stitches and/or rows when mistakes inevitably happen. Acrylic can be beautiful though! Caron and Lion Brand make some gorgeous self-striping yarns that look impressive and require no color changes. Sign up for the email blasts from stores such as Michaels, Joann, and AC Moore for daily coupons. Yarn from those stores is literally always on sale in some capacity.
Good luck, and have fun! Crocheting and knitting are fantastic and extremely rewarding hobbies. There’s nothing like getting use out of something you put hours into making, regardless of if it’s a simple dishcloth or a highly detailed Victorian lace table cloth.

After that all you need is yarn and time.
I highly recommend watching the above video then trying to do each part piece by piece. Like making the chain, watch her do it, then rewind it and try it yourself. Its much easier with a video imo.

The Clover set at Michael’s is more expensive, but if you use a 40% off coupon, it’s about the normal Amazon price. I don’t normally use anything smaller than a 4 mm, so I feel like I should have bought them onesie twosies.
I used to get terrible hand and wrist pain if I crocheted a few days in a row, and with the Clovers, none at all, even just before Christmas 🤣
