Go for a B550 board, they're often the same price as B450 and you get PCIe Gen 4. You didn't list any storage, you can usually get a 1TB Gen 3 NVMe for around $70-80.
Try to avoid MSI's Mech or Armor cards - their cooling sucks and they're loud. The XFX models are good and currently cheaper than the Mech.
These are absolutely great parts for 1080p gaming, built my new budget mid-range pc about 3 months ago with a R5 5600, the same GPU, and I love it so far. I can get 70-100fps on CyberPunk 2077 at Ultra using FSR, Red Dead 2 on High settings I get a constant 60fps, Fortnite locked to 144 fps on High DX12, GTA V High settings 1440p locked at 80fps, Elden Ring Max settings 1080p 60fps locked by game but never dips below that, BF V High-Ultra locked at 120fps. The 6600 kills it at 1080p and is well worth the price its going for. XFX has a bunch on sale, 299.00 on Amazon right now. Thats $40 under MSRP. Here is the link...

It's a good quality XFX one which is a very solid manufacturer of AMD cards. Definitely the best card you will get right now for around $400.

Can you list why you need 12 cores? If not, then get something else. You can get a 12400 and a B660 MB for $300 and get similar performance for most casual/non-professional use cases. Don't even need to buy a separate CPU cooler, as the 12400 comes with a capable stock cooler. If you do need 12 cores/24 threads, then you'll want a better cooler for something like that. Definitely not a 92mm tower cooler.
You need a case. Choose one with a mesh front panel for better cooling. The Lian Li Lancool 215 is ready to go out of the box for roughly $100. Provides excellent cooling without the need to purchase additional fans.
I personally wouldn't pay $700 for a 3060. For that much money, I'd expect a 3060 ti minimum, even at scalper prices. The Radeon 6600 is a tad slower than the 3060, and doesn't have great raytracing or DLSS, but you can find it pretty easily online for close to MSRP even on Amazon. If you're serious about 1440p, you'll want to search for something like a 3070 for good frame rates at high/max settings (cheaper options will work if you're only looking for 60 FPS on most games, though).
The circa-2015 GTX 950 is significantly slower than even the current RX 6400, which in itself is legendarily bad by modern standards.
I'd strongly suggest saving up your pennies for a RTX 2060 or RX 6600 instead.

AAA+ you say??? I would go with E-Sports Titles not with AAA+ games. Good for games like CS:GO, Valorant, GTA V, etc and older titles but will most definitely struggle with new AAA+ titles especially if that 1060 is a 3gb model. Also the CPU is going to struggle if you plan on using Discord etc while gaming or trying to stream your gameplay, also same for the RAM too... I built my kids first gaming PC using an i7-3770k, 16gb of DDR3 1866, and an RX 580 and it would crash or just chug whenever she used discord to talk with her friends while gaming. For that price you can build a PC with an i3 12100f paired with an RX 6600 no problem if you shop around and find some deals, the 6600 is on sale right now for $259 (XFX 210 SWFT and Power Color Fighter) and the i3 is only $105 on Newegg. Get a decent cheap B550 and some budget DDR4 3200 and your good to play any game at 1080p High Settings and well over 60fps!

The closest AMD equivalent to the RTX 2060 would be the RX 6600, which is a bit faster in gaming but also $40 more expensive.

I wouldn't buy used cards and I don't know why you seem like you want nothing to do with AMD. Right now brand New AMD cards are the Value king. The rx 6600 not the rx 6600 xt beats the 2060. Only thing 2060 has is rtx and I don't even know how well the 2000 series did rtx. I thought the 3000 series did it better. If raytracing is important to you then maybe look into a 3000 series but if it's not AMD is the much better price right now for gpus specifically the rx 6600 and rx 6600 xt. Your price range is around 350 though? The XFX 6600 one on Amazon comes with a backplate. I don't know if it's a metal backplate or not. I also don't know what the other versions come with.

It all depends on your budge. If you play those games on 1080p A RX 6600 is more than enough to run those game, and if you can swing your budget up a bit I would get the RX 6600 XT

DDR4 is more than enough at 16gbs of ram, typically 2x8gb sticks, I'd recommend to save money and try these. You can always double the order to get 4x8gb sticks totaling at 32gbs available memory, which is nice for streaming and playing at the same time.
PSU should be at least 650w and preferably silver or gold with a fully modular system (SAVES YOU A HEADACHE ON CABLE MANAGEMENT) I personally love EVGA SuperNOVA 650 ga 80 plus Gold

A few changes I would make. 1) get a GPU. A good gpu considering the market these days is an rx 6600 or a gtx 1650. 2) Your CPU (ryzen 5600G) will require a motherboard bios update to work. I recommend choosing a ryzen 5 3600 instead. The GPU prices are coming down but I linked the best priced components you could find h these days. Other than that, you picked some pretty good parts.
You need to save up more money. At your price point, you can't even afford a GPU that can handle RDR2 on ultra. A 6600 will cost over 600€ and that won't even get you 60fps at 1080p.
