They are both the xfx 2 fan model. The 6600xt has some bad reviews (Most bad reviews are about the gpu not posting at all) and the 6650xt has no reviews like that.

The 12100 is actually faster than the 3600x and trades blows with the 11400 (six-core/12-thread) in single-threaded applications (so, most games, essentially), while the 6600 is a significant leap over the 970 (in modern GPU terms, the 970 is a little slower than the 1650, while the 6600 is only a tad less powerful than the 3060, which in turn is more than twice as powerful as the 1650).
For just the GPU, I'd recommend the 6600 XT, which is somewhere between a 3060 and 3060 ti performance wise (closer to the 3060 TI than the 3060). I was actually using that card for a small while on an i5-4690k, which also means DDR3 RAM; the last game I had played on that system was Star Wars Jedi: Fallen Order, and at 1920x1200 max settings, I was getting roughly 70-80 FPS with some annoying but playable microstutters, if that helps put that GPU's power in relation to relatively old CPUs in scale.
