Low cost options; about $100 all-in.
Works fine for casual use. I'm not training for competitions or trying to win races, just tracking my fitness and overall progress. Occasional issues with Bluetooth connections (once a month during daily use) but easy to fix (turn it off and on again).
$40 - Computer with GPS and Strava sync via smartphone app (the app syncs the data from the device (slowly over bluetooth) then uploads to Strava from the phone, not directly from the device)

Also look at nearly any bluetooth capable bike computer rather than a watch. Flipping your arm to "see" a watch is actually annoying while cycling.
I have NO idea of the quality of this one, but it supports all the standards you'd want to have in a basic bike computer, and has HR readout... $45 on sale. (I use a Stages Dash M50, which is quite a bit more than that but has of course a lot more features too)
