You could also look into drawing monitors (much cheaper than a laptop) if you already have: a desktop computer, a spare hdmi port on your graphics card and a spare usb slot. But don't be like me and make sure you have the space for it on your desk. Like a lot of space. And maybe a laptop stand so it doesn't cook itself and your hand. Make sure you have space. Very important. Space.
The drawing tablet I personally use the XP-Pen Artist 12. I got mine from a guy on Facebook Marketplace for like 160USD, but even buying it new it's 200USD, which is *really* cheap for tablets with screens. I've had no problems with it myself, and from a glance at the Amazon page, it seems the company is really helpful. It works really well, pressure sensitivity is fine, and I have no issues with it. It just connects with an HDMI and a USB cable (the box says to connect both the red and black USB cable, with the black one for input and the red for powering it, but I've found that my laptop puts out enough power to power it completely via just the black cable).
I got an XP-PEN Artist12 which ran under $200USD. It works with VRoid just fine. I also use it for illustration. Great starter tablet if your budget isn't that much yet.
I would highly recommend one with a screen, a true display tablet if at all possible, even something on the lower end of Wacom, the hand eye coordination for the ones you listed can make using them incredibly difficult and damage your confidence in your project/desire to advance.
I haven’t tried this one personally, but the reviews show that it is good, and if you’re on a budget looking to experiment with sculpting, I’d give it a shot and you can advance to a larger, more advanced tablet later.
I saw this post as I'm deciding what kind of drawing tablet to buy. I've only ever done traditional art and I could see myself having a hard time without a display. What did you end up going with and what do you think? I'm looking at this one
I just purchased the XP-Pen Artist12 Pro a week or so ago. With Black Friday/Cyber Monday deals I got it for roughly $150, but the standard design goes for $200. Maybe shopping around you could find it for less, Iunno.
I liked it specifically because it was fairly cheap and it had a built in display (not a built in processor- it will still need to be plugged into a computer). For software I use Krita... because it's free.

This is something like that she was looking at. I feel like having the functionality that iPad offers outside of drawing also makes it a better option!

To add to this, if you have an apple ipad Procreate and the apple pencil are very nice as well but the software costs 10$ and the pencils are 99$.
Leonardo and Autodesk sketchbook are other great windows drawing apps OP didn't list.
On the free side you can also check out Firealpaca or GIMP if you find Krita to be problematic on your hardware.
OP was correct though you 100% want a tablet when you start out because you can do anything once you have one and they are pretty cheap, last for a decade (or more) and save you SOOO much money on supplies.
You have 2 options if you are using windows, a screen tablet or a screenless, both of the ones I linked will work great for a newbie.
Screen tablets are more expensive but better emulate drawing on a paper, screen less tablets have a (small) learning curve but are MUCH cheaper.
