I loose weight very quickly with cardio, however I'm already on my feet all day at work. It's not cardio vs weight training. It's more important to enjoy the workout and push yourself. If she doesn't enjoy weight training, that's okay. Maybe after doing cardio for a while she'll decide to ease into other activities. If she's already frustrated with the diet, how is adding exercises she doesn't enjoy going to help solve anything?
If she enjoys cardio, and has time for it, it might be beneficial to eat a little more, but also exercise a little more too. Is she pushing herself? Running a little more, or a little faster every week or two is one option, or maybe she should try HIIT?
If she spends a lot of time sitting down on the job, it would be a good idea to get up and walk a lap, or do whatever she can get away with in her work environment every hour.
Is this really something she wants? I understand there are plenty of good reasons why you might make a post on Reddit for her, maybe she doesn't have an account etc. I have to wonder since you made the post, is this something you want for her more than she actually wants herself? Not trying to judge anyone here.

Where the hell are you finding plates that expensive? I just recently bought 10lb plates for around $7 a piece. You can buy a set of two 100lb dumbbells for only $200.
I agree with you when it comes to lower body. I made it to 60lb goblet squats but I couldn't progress because my arms couldn't handle it. I've just been doing a ton of bodyweight squats. I plan on getting a hex bar to do deadlifts with, I read that hex bar deadlifts are safer than regular ones. Deadlifts and squats work the same muscles so I'm going to use deadlifts as my primary lower body exercise.
I've been doing a modified version of phraks greyskull so far. Here's what it looks like
2.5lbs to upper body lifts every workout and 5lbs to lower body. I'm trying to improve my v-taper hence the lat raises, shrugs, and overhead carry. I'm pretty happy with my results so far. I'd go crazy doing your workout, I get bored doing high reps for more than a few exercises. My workout takes about an hour. Also, 4 lbs seems kinda slow for 2 months, especially from a noob. Perhaps you should up your calories.
The most versatile equipment you can probably get would be a good dumbbell set.

If you are buying dumbbells, I suggest getting the adjustable ones. They cost a little more, but you will outgrow the small weights relatively quickly, and you want to be able to add weight to your lifts as you get stronger without going out and replacing your equipment. Plus, different exercises require different amounts of weight. For example, you will generally be able to press a lot more weight than you can curl. The 52.5lb option in the above link has the necessary plates to go up in 2.5lb increments and appears to be the best deal. You can start with the empty dumbbells, which weigh 5 lbs, and then as you get stronger, add weight a little at a time.
That really depends on what exercise you're doing, and the strength of your different muscles. If you're interested in a set of weights for home workouts, this is what I personally use.
Try to get the carbs down to 20 grams a day. I'd say scrap the jogging and just buy a couple of weights. Here are some good ones. Now just use those in every way possible for the same duration as your jog. Don't take breaks either. I guarantee it will help.
Yes4All on Amazon are great! They are a bit more pricy, but it comes with a ton more weight so you'll be set for a while. It also has the connection part you're looking for. I would evaluate how long/how much progress you see yourself lifting at home for!

You can do a lot of working out with just some free weights, dumbbells, you keep in the corner or a closet. If you have the space you can get a fold up bench to keep in the closet, those two combined will allow you to do tons of different workouts. Check on Craigslist and you'll find plenty of used equipment on the cheap. If you can find adjustable ones with plates it will take up even less space. I work from home so I just hit the HOA funded gym for lunch, 45 minutes or so, every day. When I lived in an apartment I had a setup like above.

I make a list of 6-8 routines I do that hit all major muscle groups. I have a rotation of day 1 and day 2 working out different segments of those major groups. I generally do 8-12 counts of 3-4 sets each. It takes about 45 minutes to run down the list. Every 3 months I change the routines, so for a year I will have 4 different workout lists and I repeat every year.
