Before I switched to safety straps, I put a Barbell Pad on the pins. People also cut up pool noodles to put on there.
I am boney so I use a bar bell pad. My gym has them but if yours does not buy one and just bring it with you. See link below.

I bought two Yes4All barbell pads. The first is on the back bar, the second is underneath on the bar where the back joins the seat section.
The rogue ohio bar is a good bar for general use, and there are many comparables to it from other companies as well. The knurling might seem aggressive at first, but once your calluses set in youll be ok. As far as fitting your plates, the fleck plates are 2" olympic plates, so any 2" or "olympic barbell" will fit those plates. You will need collars for your lifts, but those can range from standard spring collars to heavy duty lock collars. Personally I have a set from amazon and love them. If getting the ohio bar you can grab a pair of collars from rogue as well.

The rubber "harness" for the squat bar is kind of useless, assuming you mean the piece that goes in the center. https://www.amazon.ca/Yes4All-Foam-Bar-Pad-Olympic/dp/B013JOAWGA/ref=sr_1_8?dchild=1&gclid=CjwKCAiAiML-BRAAEiwAuWVggulq67AnwrWhK3L9EAg1LQmdqAnTTR_elVVNH1pRFfBBqo22FPkKHxoCmn0QAvD_BwE&hvadid=214944886958&hvdev=c&hvlocphy=9001413&hvnetw=g&hvqmt=e&hvrand=13708059936411773280&hvtargid=kwd-300958480465&hydadcr=10204_9433032&keywords=squat+bar+pad&qid=1607524893&sr=8-8&tag=googcana-20
If that isnt the harness youre thinking of, you might be thinking of a safety squat bar, commonly called a SSB around here. A few companies make them, but Titan fitness probably has the best. https://www.roguefitness.com/sb-1-rogue-safety-squat-bar
Thats the rogue version of an SSB, but is generally considered overpriced for the quality. The padding/handles definitely helps with shoulder issues and feels better on the neck.

The reason I say the foam pad is sort of useless when squatting is because a low bar squat actually rests on top of your scapulas...quite a bit below your neck. Look up informational videos by Alan Thrall on how to squat and you will learn a lot. There is nothing wrong with getting an SSB though, and is a great additional piece to have with a standard barbell.

Luxiaojunbarbell, American barbell, Texas power bar, Eleiko, and others are high end bars with similarities to the Ohio bar. When shopping around look for a standard bar with 28mm diameter. A power bar could work for you as well, but its a little thicker at 29mm and tends not to be needed until 300+ lb lifts. Last thing to look for is center knurl. If doing back squats its almost a requirement to have it, but if getting an SSB then this wouldnt be as much of a need for you.
