I copied the link below, but I found transfer tape on Amazon that works really well for me. I've been working off of the roll for almost 2 years now and it's still going to last for a long time. This stuff does have a grid. Sometimes it helps me, sometimes it gets in my way. It works really well for regular vinyl. It does not work well for glitter, textured or shimmer vinyl. I use the strong grip Cricut brand transfer tape for that.

If you use it for your own crafts most of the above suggestions are ok. But if you sell your stickers then I wouldn’t use something from the dollar store. This is what I use. Seems to be the best in my year experience. It’s off Amazon. transfer tape

There's a variety of stencil paper you can try, with varying levels of adhesion. I ordered a sample pack of about 5 to test out. I'll make a post if something works.
Depending on your technique and tools, a lot of artists get away with just plain paper. They work small enough that overspray isn't an issue for them. The paper is just taped to the canvas, or sometimes held on with magnets.
Also something I've looked into was auto masking fluid. You buy it by the gallon and spray a coat on. I think that would be too thin or would destroy the canvas/paper surface, but it's still something I want to try experimenting with.

Real talk, get away from the auto-blade as soon as you can. It was the culprit of so many problems the first year. I use a premium cut and deep cut blade (2 different kinds silhouette offers) I have pierced literally the surface of the vinyl backer causing a thin layer (the top glossy surface) to come up with the vinyl When this occurs I put the face side down and drag back a corner. Using my hook and spatula I lightly tug on the edges of the that aren't adhering to the transfer tape Occasionally I have to leave that thin white film on till after I get the backer completely off than I take my hook softly pierce the white on the back of the vinyl and peel up.
This is the high tac transfer I use, idk if it's actually considered high tac but it's million times better than oracal. I strictly use oracal vinyl because of experiences with sisser and generic pattern vinyl

I make these cups often and stopped using the Duck Brand. I get my transfer tape from Amazon and it works wonders. I wipe my cups down with rubbing alcohol, apply my design and after everything is done I use heat gun for a 2-3 seconds, just enough to get it tacky. Where did you buy your Oracal? I’ve found some Amazon shops differ on quality.

I bought this stuff on Amazon when I started using vinyl. Huge roll that I've been using nonstop for 6+ months and it is still going to last me forever. It works great on regular vinyl. Textured or glitter vinyl, not so much. Strong grip Cricut transfer tape is the only thing I can get to work on textured or glitter vinyl. It also has a grid. Sometimes the grid helps, sometimes it kind of gets in the way. I also can use and reuse the same piece of this tape 6-10 times while working on the same project and it still stays sticky enough to transfer.
I use this I'm on my second box because it's absolutely fantastic!

I'm not sure if you're looking for a sheet sort of sealer or a liquid, but this "transfer paper" is so strong I stopped trying to use it as transfer paper and used it to adhere plastic sheeting to my windows. It's crazy strong and completely clear: "transfer paper"

The weeding pen is much more finely pointed, just like a pin. I actually pricked my finger today and bled, so super sharp! For me it took some getting used to, but well worth it. Today I weeded a huge elephant vinyl mandela (posted pic, so it's in my profile) and where there is teeny tiny pieces to weed a pin is better than the dental hook. It really cuts down on inadvertently lifting the wrong parts.
If she doesn't have deep cut blades, she should. Any vinyl thicker than regular vinyl cuts so much better with a deep cut blade. They're so cheap that you have nothing to lose by getting them. Deep blades are better for thick paper and harder materials.
My goto transfer tape is this and is fantastic! But it sucks with holographic and GID vinyl. If your wife isn't using those vinyls yet, then she's fine, just keep it in mind.
The brayer is a roller and is different than the scraper. Of course she can get by without a brayer, but damn it's nice to have! Ruin one sheet of expensive vinyl because of bubbles and you'll realize how awesome using the right tool for the job can be.
I have slowly bought myself all these things and more because it's just more enjoyable.

I can't answer your questions about the 3M but this is the transfer tape I use and have had great luck with it, but I use exclusively Oracal 651 vinyl. https://www.amazon.com/gp/product/B07KPB38LK/ref=ox_sc_saved_title_2?smid=A1VY9XGL0XLSRA&psc=1 It's only a 50' x 12" roll so it may not be what you're looking for. What I like about it is it comes with a paper backer on it so you can trim off pieces the size you need and can keep the scraps to use for other smaller projects. If you're looking for something on a roll without the backing paper I have tried this https://expressionsvinyl.com/clear-transfer-tape-roll/ from Expressions Vinyl and had good luck with it but it was more of a hassle to use and cut without the paper on it. Another note the same company, Expressions Vinyl is a good place to buy vinyl if you're not looking to buy huge rolls and they ship out fairly quick. Good luck!
