Is everything metal forbidden where you're going? Certainly actual weapons like knives and guns would be, but I've never had a metal pen (a normal one like a Zebra, not a "tactical" one) confiscated. I've also never had medical gear like a TQ or trauma kit, or a flashlight without a strike bezel questioned by security, not even at Disneyland or airports.
All pepper spray is going to contain some metal for the pressure vessel. Whether it's actually detected by the metal detector is a different story. I'd bet money that you could get it past any handheld metal detector, those guys are usually incompetent.
Plastic, ceramic, or stone knives are fairly common and effective. Their legality varies; I own some nice G10 and obsidian knives that I won't carry because they're against the law in WA, but in some other states they would be perfectly legal even if they're against stadium/event policy. Then it's up to you whether you want to risk getting tossed out.
Interesting! On the Amazon page the first picture and the packaging shows all metal, but the second picture shows the black plastic part that I modified after reading a how-to article.
The pen shown in OP's photo is the Zebra F-301 which I carry as well. I didn't know Zebra made a full stainless steel version but I found the Zebra F-701 on Amazon and it looks pretty sweet.

The G2s leaked. I keep those on my desk now and carry a Zebra F-701. I have a couple of Fischer pens and don't enjoy writing with them, so I don't carry them.
Most tactical pens won't pass the TSA test, i.e. "does it look like a weapon". Have you considered pens that aren't intended to be "tactical" but are still sturdy, such as the Zebra F-701? (Or the M-701 mechanical pencil.)

That's a fine choice. I love F-301s, but now that I have my F-701, that's all I use. Yeah, its a little more expensive, but the barrel is thicker and the grip is better. Even though the two pens come with the same ink cartridge, the F-701 writes better because it feels better in my hand.
I couldn't bring myself to spend that kind of money on a pen but my wife thought I was crazy for buying my Zebra F-701 because I wanted something nicer than a disposable BIC or similar.
If you get the pens, get the Zebra F-701. I've carried nothing but Zebra pens since I was in the service, and these are among the best. It writes like an X-Acto knife.

Two pens I find absolutely great are the Zebra F-701 and the same brand Zebra SL-F1. The F-701 is a really solid peace of stainless steel and isn't going to break what so ever. Also, feels really good and in a pinch could be used for self defense.
The SL-F1 is what I've been working with lately. Very compact and pocket friendly. Light weight, all metal construction and an easy sliding motion.
But look around! Some people like a "tactical" type pen, some like the bolt action clickers. Fountain pens are cool, and a plain old G2 is one of the smoothest writing pens out there.
A regular Bic works also. The main thing is to have one. You will use it often, and will not bug others by asking for theirs. In most professions, one is a must.

Good starting point! A simple upgrade is replacing your Zebra with the F-701 the all metal version.
When I'm at work, I use cheap dollar store notepads and a Zebra z-701.
I haven't been able to find Field notes anywhere (since I'm from Canada) without ordering from US and paying $20 for a 3 pack.
On my days off I use a TWSBI eco and a Cambridge twin spiral notebook similar to this, but smaller.
The logical suggestion from me is a Zebra F-701. Great quality for the price point. I've hacked the refill from the Hi-Tec Coleto gel refill to fit.
The EDC sub has some great ones. I lurk there often and got my daily driver pen from one of their posts, the Zebra F-701. I keep that in my front shirt pocket every day. It's all steel and writes great, and will probably outlast me if I don't lose it. I also keep a Benchmade Bugout in my pants pocket. Great little knife and pretty lightweight.
I had a pretty sweet setup while I was doing construction staking, but my truly most useful piece of equipment was my utility belt once it was dialed in. A chief I had was all about efficiency of movement, and that really stuck with me. So as the hub pounder I had quite the system of pulling out tools while putting away others and setting stuff. It worked well for me, but I couldn't have done it without the utility belt with: Large Carpenters Pocket for nails, markers, flagging, etc; a dedicated Tape Pocket for the measuring tape, a Paint Can holster (and an extra can of paint in the lath bag), and a Hammer quick-Sling (the kind you can slam the shaft of the hammer in sideways to put it away). It worked great.

Definitely, especially now that Zebra figured out that people wanted a full metal pen you don't even have to mod it anymore. It's under $10 too.

If you are into ergonomics (rubber grip) there is the ~$8.50 Pilot Dr. Grip Limited, Pilot also makes the G2 Limited. Both pens accepts the Pentel Energel LR gel refills. Probably a little squishy than the Dr. Grip. Pilot also makes the G2 Pro which is a fatter pen than the regular G2. Comparison of all three. The Pro is a ~$4 pen and the Limited is a ~$12 pen. The Jetstream Alpha Grip like all the Pilot pens accepts the Pentel LR gel refills. The Uni-ball Signo 207 Premier also accepts the Pentel Energel LR refills. It is a ~$9 pen.

So far it’s nice, I have a nice pen collection, but if you are itching to buy a new pen you can get the Zebra F-701 and add in a Fisher space pen refill . It writes nice, relatively durable.

there are some pens made to accommodate common gel pen refills like the uniball and g2 refill.
I think there are some in the same price range as the jotter, maybe the zebra? but maybe not.
They are thin stainless steel.
But there are other much more impressive and expensive ones too. The tactile turn is pretty awesome, 7 times the price of the jotter though.
I would look for an all metal click pen like the jotter, in the same price range as the jotter, that is compatible with the g2 refills.
I really like cheap but functional. It will write just as well as a $70 tactile turn.

My weapon of choice is the third from the bottom, Zebra F701. Its the longest piece I have every managed to keep. Going on about 3 years! There is a great hack for it a well. A few minor mods allow you to replace the plastic clicker mechanism with a brass one, and use the cartridge from a Parker space pen. Zebra F701 hack.
Zebra F-701 all the way, can function as rudimentary strike device for self defense too. Stainless steel is easy to clean as well.

How about a Zebra F701 and add a Fisher Space Pen refill. The pen body is well built and pretty cheap and the refill is literally good enough to write in space. For something more classy you can get a Parker Jotter which also fits the space pen refill but has a pretty good refill itself.
Now that I am on shift I took a look at mine, Zebra F-701
My backup pen is a Parker Jotter, not quite as durable but it did write all of my notes through college like a champ.

As others are mentioning, gel versus ballpoint is a place to start. I'm a fan of the Signo 207 gel pens as well. For ballpoint, I carry a Zebra 701 + a Fisher Space refill with me pretty much everywhere

Zebra is pretty well renowned for their pens and mechanical pencils. The F701 is probably their best one. Stainless steel, knurled metal grip feels nice, satisfying smooth click. Clip is tight enough to stay clipped in your pocket and probably won't ever break (my biggest problem, pen clips breaking). I use the super bold 1.6mm tip refills. The .7mm tip they come with is just too fine for me, cuts paper.
Not really something marketed as "compact" but its skinny and non-intrusive. Would make a valuable addition to your edc.
Noticed zebra does have a compact version of their f301.
How much are you looking to spend on a pen?
I do not personally own one, but I have heard a lot of good things about the Zebra F-701 as an EDC pen. Also it's like $5.
I carry a Fellhoelter TiBolt (because titanium) and I absolutely love it, but it was quite an investment and at the moment they're hard to obtain. It takes any parker-compatible refill and it will literally last a lifetime.
Prior to my purchase of the TiBolt, I carried a Karas Kustoms Render K in the Pilot G2 cartridge variation, which happens to be my favorite pen cartridge. The build quality is pretty damn good, but my only gripe is that the threaded cap doesn't attach to the back of the pen very well when you're writing with it. I imagine that the other Karas Kustoms pens are put together with the same build quality.
I'm fond of the Zebra F-701 for hospital carry. Study, clean looking pen. I used to love the Jotter, but the plastic barrel cracked on me.
I recommend this. A good butcher always carries a pen. Yea I am a stocker at a grocery store, and it's perfect at opening boxes that have tape everywhere :)
You have to use it similar to a right-click w/knife on Counter-Strike, but it's just as effective. Plus you won't slice your hand accidently with it...
