Troweling something like that out without some practice is gonna be tricky. You use something that sets fast... it can be real tricky.

Just take your time, use each grit until you are happy. With time and effort you can flatten and polish it to glass or just knock down the peaks.

I think a new layer of self-leveling product or anything else frankly would be very risky. You'd have to struggle to find a match, get a bond, then still have to become really good at the trowel work you struggled with the first time.
Very similar to an angle grinder but it's specifically for polishing. This is the model I use. It's a cheap one but gets the job done.
