I'd say so. Mine makes up to 5.5 cups, makes several varieties perfectly and outside of washing the rice is set and forget.
The downside is it does take a bit longer (at least mine does) but I usually put my rice in while I make coffee in the morning and it's ready for lunch.

I bought the Zojirushi NS-ZCC10 11 years ago and it's still going strong. I think any Zojirushi product made in Japan will live for quite awhile.
This Zojirushi rice maker has a brown rice setting and is awesome. $230 seems like a lot of money but consider the fact that your rice (white or brown) will ALWAYS come up perfect. It leaves you time to do the rest of your cooking and you can also pre-program it for your rice to be ready at a specific hour. I don't know why I've waited so many years to get one. Worth every penny. And I recently discovered that you can cook a pretty solid mujaddra using it . Just buy it. You'll be glad you did.

I have not made a single bad batch of rice with my Neuro Fuzzy. It was expensive sure, but it cooks rice really well, and has great reviews. The other nice part about rice cookers is you really can set and forget it. Rinse the rice, add water, close it and push a button and you're done until the rice is completely cooked.
The only non-foolproof thing is how much water to add. I like my rice a little softer, so I do 2:1 ratio of water to rice. But that's easy to do.
There's no reason to spend anywhere near $300 on a just-rice cooker. The induction and fancy electronics that drive up the price are mostly only valuable for non-rice or mixed-rice multitasking.
We have the ZCC10, which is a popular midrange model that we've used a ton and I can highly recommend. We use it to cook "just rice" of many different varieties and it's terrific.
What exactly does your mom want out of it? If she just wants an easy way to cook a batch of rice for a single meal then you can go with something really cheap. If she wants a timer, extended hold times, different settings for sushi rice, porridge, etc. then you'll want to think about exactly what you want to pay for.
We have this Zoji and we love it. It makes better rice than our old cheapo ~$30 model but not like... amazingly better for plain old rice. It's mainly worth it for the extra settings/features and hold time.
I have that cooker and love it. You linked to a used model though - maybe you can order from US Amazon here instead? Price looks similar and the smaller one is cheaper. The ZCC is a somewhat uncommon Zoji model, so it may be that Canadian Amazon doesn't get stock so easily.
Both the 1.0L and 1.8L models have a minimum of 1 c of plain white rice. Some of the other modes (mixed rice, etc.) have a 2c minimum for the larger model and a 1c minimum for the smaller one. If you're only cooking for a couple of people, the 1.0L will be way more than enough, so I'd try to get that just for the smaller footprint.
I can highly recommend the Zojirushi NS-ZCC10. It cooks rice amazingly well. If you want to have additional program courses, then I would recommend the NS-TSC10. It includes options for cake, etc. that the ZCC doesn't have. The ZCC does a better job of adjusting for ratio mistakes, etc. in my opinion. Also, I would go with the 1.8L model for either if you plan to cook rice for more than 4 people at a time.
It really depends on your budget. I picked up this Zojirushi (used, but brand new condition) and I don't regret the extra cost at all. It's excellent and unlike other rice cookers even when I screw up ratios it has never failed me or made my rice dry/soggy.

That will be hard to generalize - Zoji has around a dozen different models in the "$150 range". Sometimes you're paying for extra features (e.g. steamer basket), sometimes capacity, sometimes more modes, and then sometimes better actual rice cooking. I bought the ~$160 1.0L ZCC10. From what I could tell from reading lots of reviews, the spherical heating element and improved sensors and logic should improve straight rice cooking over the cheaper Zoji models. That's really all I want. An oats/porridge setting would be nice too, but I don't need all the other bells and whistles.
I was given this one, the Zojirushi NS-ZCC10 5-1/2-Cup. It works very well.
Offhand, I see several differences between my cooker and the Induction Heating Pressure Rice Cooker 1.8 Liter NP-NVC18. The question is whether you need all these features, for twice the price.
Zojuroshi. Says on the front "NS-ZAC10" but I've had this one at LEAST a decade, possibly two, so their models have likely changed since. It LOOKS just like this one but I can't tell you if it's exactly the same. I have no idea why they don't mention the awesome "Twinkle Twinkle Little Star" feature on the box but I thought I was being pranked the first dozen batches of rice.
Side note, it also handles 'mixed' rice recipes and they have a few (good and bad) examples on their site. I've tried a few things in it like a fake paella which work well enough but after some trial and error, my Mexican rice in there is foolproof.
This is the one my family's had for 15 years or so. It's been through a house fire, and after I cleaned it up it's been making rice for me going on 5 years now just as well as the day I got it. People have carelessly scratched the non-stick of the bowl, but you can replace it if you want, I have had no problem with flaking or anything. This thing is a fucking tank and if it dies I'll just get the 1 liter version know it's above your budget but it truly personifies BIFL rice makers.
I use this to cook rice and chicken at the same time. Its not the biggest thing in the world but you can still cook plenty in it. As long as you put enough water in it you can throw frozen chicken breasts/fish fillets in it and it will be fully cooked through by the end of the rice cycle. perfect to trow your shit in it, turn it on and forget it and 1-2 hours later you have a fully cooked meal.

The rice is perfect, every time, irrespective of variety, and more to the point, it will cook rice and keep it fresh for 5-7 days.
As someone who struggles to feed himself, having perfect rice available on tap and only having to clean/remake once a week is a godsend.

This may be a dumb question, but how do you know when it's near the end of the cooking cycle? I have a Zojirushi 10 cup rice cooker I got many many years ago that has held up great. It does a countdown when it's close to done, but I usually miss that and just hear it's music when it stops. Maybe I'm just not familiar enough with using it to know (possible - I tend to do the 'set it and forget it' method or time it to be done at a certain time).
Depends on what you want to cook in it. Do you want it to only cook rice/porridge/oatmeal, or do you want to also steam meats & veggies in it? For the former, we're quite happy with our Zojirushi rice cooker. If you're interested in the latter, you'll want to get a loose-lid style like your B&D.
I have one I spent $150 on and it was the best ever. Worth it a thousand times over. It cooks white or brown rice perfectly every time.
For a parent, it's a fantastic device to own. Add rice, water, hit cook and after a while (it does take longer to cook, but you can program it up to 24 hours in advance) perfect yummy rice. I've had it almost 6 years and it was cheaper than the link below, which is a slightly smaller model for the same price.

I just got this one. It's made in Japan, has the option to set when you want your rice cooked, micom, and can cook a variety of rices and grains.

Buy rice. I like short-grain white rice that's fairly glutinous, since it holds together well. Calrose Botan is good. You should try different kinds; once you get fancy, you can match your dish with different kinds of rice. Or you can just buy 20-lb bags of the rice you like.
The rice cooker will come with a cup for measuring rice. Don't lose this! Put one measure of rice in the bottom of the rice cooker.
The inside of the rice cooker will have lines for the amount of water to add. Add water to the line marked "1", because you used 1 scoop.
Open 2 regular-sized cans of pinto beans or one ginormous can of pinto beans. Drain out the liquid. (You can use a collander if you're fancy, but I kind of hold the opened lid down to prevent the beans from sliding out and shake it over the sink. Rinse the beans once or twice with tap water, drain the tap water, and add the beans to the rice.
This is your basic prep, which you'll add things to. I like to use pre-cooked chicken, because I do not have time to cook my own chicken. Rotisserie chicken is aces - rip off little bits and throw it on top of the beans. Those pre-cooked strips are good, too. Or use the internet to find directions for cooking boneless chicken breasts, cook them, cut them into cubes, and throw them on top. DO NOT put raw chicken in this prep unless you enjoy food poisoning.
If you want your spinach cooked, mound it in there on top of the beans and rice. I like to fill the bowl almost to the brim - it'll cook down.
Don't add cheese before cooking!
Press "Start" on your rice cooker. If you got the Zojirushi, it will play you a tune!
When your rice cooker is done (it plays another tune), gently mix ingredients together. Or dig down through the layers, lasagna style. Put this in a bowl, or a tortilla. Layer cheese, guacamole, sour cream, chili pepper flakes, and/or salsa on top in the proportions you like. I like salt, so I usually add a little salt.
That's it! The permutations are kind of endless; canned tuna, Rotel tomatoes, frozen vegetables, a raw egg. Sure, the frozen broccoli is better steamed separately, but you're a grad student with limited time and patience, so throw it on top of the rice! It's still good! If you're really short on time, skip the rice and just make beans plus whatever else you want - it'll heat everything up and keep it warm for you and kind of simmer stuff. I think it tastes better that way.
For oatmeal, add oatmeal instead of rice, set the rice cooker setting to "porridge", and add water to the line that says "1: porridge". Add whatever combo of sweet/savory you like.
This is all pretty forgiving, so you can experiment a lot to figure out what works for you. I pretty much use mine for everything except baking and boiling water. (Reheated leftovers in the rice cooker requires putting the leftover in the rice cooker and then turning it on until hot. It's aces for Chinese and Mexican food.)

That's kind of you. I've done a little bit of research on rice cookers and the Zojirushi name is one of the most popular in all Asian home appliances.
Brown rice is used in Asian food as well.
Many people in Taiwan still swear by analog cookers. Da Tong is a 'famous' brand there. Nothing wrong with a simple and reliable machine that does it job. If you cook for commercial purposes, it is the only way to go. I'm assuming you are looking to cook for yourself/family. How many people are you cooking for?
I'm going to assume a 3 cup or 5.5 cup uncooked would work for you. They also make 10 cup rice cookers for larger families.
What's the price range you are looking for? I prefer the Japanese models over the ones made in China and those do have a noticeable price difference. It is very easy to tell if it is a Japanese model since all Zojirushi rice cookers will say 'Made in Japan' right in front. If it doesn't, it is one made in China.
I just bought this one off of Amazon new - the NS-ZCC10. It was on sale for 120.00. CAM has the lowest price I've seen here local of 200.00 plus tax, which surprising lower than I thought it would be. It isn't the newest model by any means, but it does have the 'fuzzy logic' which cooks your rice very well. It also cooks brown rice and I'm super excited to check out the porridge setting. It doesn't have a GABA mode though.
I haven't had the joys of an IH (Induction Heating) rice cooker, but every person I know who has one LOVES it. The older NP-HBC10 is currently $250.00 new on Amazon and the newer NP-HCC10XH is $277.00 new. Both can also have GABA modes too.
If cost isn't an issue, go with an IH. I know Tensuke Market has IH rice cookers... but the price range was in the $350-400 ish dollars. I forget the exact price. While it was cool to see them, the price difference was enough for to sway me from buying it in store even with Amazon charging tax for Ohioans. :(
