I just picked up a ZTE Axon 7 after leaving a Nexus 5x & iPhone 6 Really an incredible phone. Battery life is like nothing I've ever seen. Minimal bloatware and runs Android 7.1.1.
I bought it from newegg.com on sale though - plenty of places sell it. Not sure if you can get it in Atlanta though.
The Oneplus 3t is a very good choice phone. But below 400 you have the ZTE Axon 7. The axon 7 is 5.5 inches and comes with high end specs and is up to date. Specs such as Snapdragon 820, 4 gb ram, 3250 mah battery life (which can last more than a day with mix use), 20mp primary camera quality with a 2160 pixel video recording, 8 mp secondary camera.
If you are looking into high performance including processor speed and gb ram then you can go for the ZTE Axon 7 it also has a pretty decent battery life. It also has wonderful speakers.
The OnePlus 3 does support 4G, it does not support Verizon.
Presumably you're on Verizon.

It would be nice to have a budget. The OnePlus 3 is extremely cheap for a smartphone, comparable phones from other vendors are around $700. The specs you mention are for a flagship phone, typically priced around $700.
The only thing "cheap" that meets those specs is the ZTE Axon 7, but ZTE is an OEM terrible about OS updates. The Axon 7 might get Android 7.0 Nougat.
It sounds like the phones release date got pushed back after some units made it into the wild. The Amazon detail page contains an answer to a question...

The only way you're gonna tick off most of the boxes in that checklist is if you double your budget. If you do that, you can look at the Samsung Galaxy S7 and LG V20.

I did however find another LeEco device with an SD 821 for $199, so another good option there!
As it stands, they are not really in a comparable market, twice the price puts it in One Plus range.
Really, on Amazon.ca in Canada the price is $701 (https://www.amazon.ca/ZTE-Axon-unlocked-smartphone-64GB/dp/B01FUF1EL8) and the only other place you can buy it from is at Newegg.ca for $520 currently (https://www.newegg.ca/Product/Product.aspx?Item=N82E16875705054).
You could get the ZTE Axon 7 at best buy (or newegg or amazon). Its $399 and has the same specs as all of the highend smartphones phones for half the price.
