On your last point, yes those “rights” in the BIll of Rights Act are not absolute and can be restricted by legislation “subject to such reasonable limits prescribed by law as can be demonstrably demonstrated in a free and democratic society”. Legislation in NZ can be passed by a simple majority.
If you are arguing for a change, I suggest first reading A Constitution for Aotearoa (https://www.amazon.com/Constitution-Aotearoa-New-Zealand/dp/1776560868). Sir Geoffrey Palmer touches on this. But even he makes the case for 2/3 majority (still under 70% and also your 90% value).

You're not wrong but you're not right.
Printing money without the ability to absorb the fiscal stimulus productively creates inflation.
Printing money to employee people to directly provision the state with useful services (ie building hospitals and training needed workers who can get private sector jobs) doesn't cause inflation, and in fact creates growth.
