Genki offers the one that works with the Genki Audio to connect it to the Dock, which is similar to the one I linked above.
I watched a lot of reviews and comparisons since I had to replace the shadowcast. A lot of people compared cheaper capture cards against the Elgato and this one did very well: https://smile.amazon.com/dp/B0B4WMY1XD and it's only like $30.
TBH, unless you're playing intense FPS this will likely work just fine. I don't notice any lag or quality loss in OBS. It also has a passthrough if you need to use a secondary monitor to play on.
Mine eventually died. I was watching some reviews (in attempt to find a solution) and one reviewer noted, "the first generation of the shadowcast didn't have a heatsink..." So I pried mine open, since it was already messed up, and sure enough there no heatsink. I think they over heat and it fries the chips.
That being said I picked up this capture device for $30 (https://smile.amazon.com/dp/B0B4WMY1XD) and it's working great. I'm sure the Elgato would be better depending on what you're streaming but I don't play FPS or anything so I don't see any delays or loss in quality in OBS.
Were they all brand new? I periodically have to rotate in fresh cables to keep mine working. Having reasonable luck with this one lately: amazon

An HDMI coupler (https://www.amazon.com/gp/aw/d/B00V7SFR8Y) connected to any working HDMI cable or an HDMI extender (https://www.amazon.com/AmazonBasics-High-Speed-Female-Extension-Cable/dp/B01D5H8ZI8) will work. Some consoles have close plastic that the Shadowcast is a bit too close for.
Good, the light at least means it is detected by the PC.
With everything plugged in and Genki app running, try removing your Switch from the dock, removing the joycons (they dont work attached in docked mode), syncing them wirelessly, and then inserting your Switch back in to the dock with joycons still detached. Then hit the home key a bunch of times to see if your Switch had just fallen asleep.
Next to check would be the USB Cable. Try a different USB C cable if you have one. And if you are using a C to A adapter, which are you trying? And if you have a link to your specific HP build type to check for port types that would help.
If you followed the guide then Privacy settings should already be good, but worth trying one more unplugging and replugging of the USB and a computer restart.
You could also try MPV.io to see if it pulls it while Genki is not - need to close all Genki apps though as it can only be pulled by one app at a time. Shadowcast – Genki (reddit.com)
Not sure about latency. All I’d recommend is making sure you have good quality USB-C data cables, and make sure your computer is capable of handling the video stream from the shadowcast.

You might be able to use some kind of an hdmi splitter to do this, but it might cause issues when splitting the audio, resulting in bad quality audio or no audio at all. It might work, but no guarantees.
iOS does not support UVC Cameras. So unless Apple changes the OS, it won't work other than a sidecar stream from a Mac.

iOS doesn't work directly as Apple blocks UVC Cameras on iOS so you can't hook it up directly. Their video is showing you could use Sidecar off of a MAC laptop or desktop to mirror it to the iPad/iPhone.

Yes, the Genki Covert Dock is supported. Setup should be Switch to Covert Dock by the Black USB C 3.1 cable that came with the Covert Dock. Then Shadowcast plugged in to the HDMI out of the Covert Dock. Then the Grey braided USB C 2.0 cable that came with the Shadowcast going from the Shadowcast to your computer. If you have the two cables mixed up, it won't work as the Switch to Dock needs 3.1 or above.
Be sure you removed the Joycons and synced them wirelessly to the Switch before plugging it in as they do not work attached when the Switch is docked.
You could also give OBS, the system built in camera app, or MPV (Lower Latency Option for Windows: MPV.io : GenkiLab (reddit.com)) a try to see if it shows there.
Plug it in to another computer or an Android phone (run USB Camera Standard - Apps on Google Play) to see if it is computer related or Switch/Genki related.
Try replacing each thing in the chain one at a time to see if one thing fixes it:
Switch: Try connecting to a different HDMI out source (blu ray player, other console, HDMI out of your own computer back in to itself)
Switch Dock: Try an original dock if you are using covert.
USB C Cable: Try a different USB C Cable.
USB C to A adapter if used: Try a different adapter or try the USB C straight to your phone using the android app in the other posts on the forum.
PC: Try different ports, a phone, or a different computer.
Okay, quick update. I found an HDMI extender that's, like, 15 ft long, so I don't think I'm going to need a USB C extender in that regard, potentially.
