I'm not sure exactly how cheap you are going with this... I own a $25 (USD) weather radio similar to this one: http://www.amazon.com/Midland-WR120EZ-Weather-Certified-Trilingual/dp/B00176T9OY (this link sells it for $26). Sorry if that's not of much use.
