If he's into cooking, you might try replacing the heavy-use items with nicer versions. For example, upgrading the measuring spoons to something like these magnetic ones. Or replacing the assorted spoons and spatulas with a cohesive set. Olive wood is particularly luxurious.
If he's picky about his stuff and content with what he uses, getting his knives professionally sharpened would make for a great gift.
I'd go with herbs! I love all the things your secret santa loves, and I'd be thrilled to get some herbs! They're kind of hard to start from seeds, so the plants are better if you can find them.

This cook book just came out and people are raving. Everyone loves Claire. There's a good chance she knows who she is but because it's new she probably doesn't have it yet. If you want to spend a little more, you could pick a recipe, bookmark it, and get the non basic ingredients (assume she has the basics.) For example, the Amazon sneak peak shows walnut maple buns. You could get real maple syrup and walnuts. I'd LOVE to get this gift.
The Book With No Pictures is a fun book. It requires some effort from you during the reading but it's sure to get a laugh.
