This is from Colonel John Alexander, Prometheus so he isn't any kind of spokeman for them. Colonel John Alexander is a credible investigator, he has been in the shadows since the 1980's. The problem is the early 1980's is when Bob Lazar, George Knapp, John Lear and Richard Doty were the primary ufologists, hoaxsters and debunkers. Colonel John Alexander is a debunker. That is his job. In the Navy, the motto is "Neither confirm or deny". Started noticing that about John Alexander, he is always "It is, it isn't" which is what his job would have been in Army Intelligence. The conclusion of Project Blue Book was decided before it started, "There are no aliens". Colonel John Alexander basically keeps saying that same thing, and drifts off into a discourse on manifestations of consciousness. He states his team did a wide search of military intelligence and found none of them were working with any alien technology.

Good book, interesting read.
The first third of the book can be a little repetitive likely suffering from too many cooks in the kitchen between Kelleher & Lacatski. Speaking of the kitchen, if what brought you to the Ranch is the cattle-mutilation phenomena than try Colm Kelleher's first book Brain Trust. You'll never look at beef or cattle-mutilations the same.
It's a reality tv show produced by the same team as Ancient Aliens. There are liberties being taken. If you're expecting a science-based-docu-series, you'll be sorely disappointed.

To your first point, Brandon has confirmed exactly that in interviews. He owned the ranch for ~2 years and already had his team in place.
Finally he relented and took an interview with Kevin Burns (RIP, Former head of Prometheus Entertainment). That meeting was when he was introduced to Dr. Taylor and he was added to the team. Initially, Brandon Fugal also insisted he maintain anonymity, but they obviously convinced him otherwise.
As to your second point, here is a quote to that effect from Dr. Taylor found in Skinwalkers at the Pentagon:
>”We don’t like to talk about the hitchhiker too much because everybody’s afraid it’s going to trigger it or something. I have several colleagues that were putting instruments out to measure things at their house, as well as at the ranch. And we’re measuring simultaneous events occurring at both places. If you type on the site's search bar the name, you get a swathe of options of videos about the Skinwalker ranch experiences, some mentioning the episodes of the dinosaur and the prehistoric wolf too. The dinosaur creature was shot on one of its feet, the one shot at cut ripped off the poor creature. The wolf had been shot while attacking one of the poor calves and only after a number of heavy bullets did he start to get away. They went after him but the tracks ended up all of a sudden, as if the wolf had disappeared out of thin air.
Although for some reason the second season has not been released yet here in Brazil, there's a US veteran giving an interview by video conference to the crew in Skinwalker ranch in one of these episodes people have posted on Youtube but they're often out of synch and filled with cuts.
