You need two things: Domain name and Hosting Server
Domain name are generally refer to URL (Not 100% true, but for here it's easier to understand.). Such as ”google.com" or "Reddit.com". These ”.com", ”.net", ".org" and such that you need to pay for, https://www.godaddy.com is a popular one. If you want a free one, there are some domains ends with ”.tk”, ”.ml” etc, it is completely free, but mind that dont use it as a proper website for long term business. Since the search engine will less likely to include those free ones.
Hosting Server is where you put your HTML files, there are free ones, such as http://www.1freehosting.com . But keep in mind that it sometimes are not stable. There are lots of hosting that charge in a quite low price, try to find some coupon code online to reduce the price. Github also provide a free hosting, you can also check that out too.
These guys are resellers who look liked they scraped together a website very quickly. You'll notice that they have 'control panel' twice under Why Grendel hosting
Judging by a quick DNS lookup it looks like they host their website with ramnode and offer 'their free webhosting' from these guys http://www.1freehosting.com/ or (youhosting.co)
You can make your own judgement on whether or not you should sign up with them but remember if the product is free then you are product!
